Securing Emptiness: The Sahara Desert and the Global War on Terror

In this piece the author assesses the idea of emptiness and how this has come to be seen as a threat in international politics. Emptiness is both romanticised and feared.  In this sense deserts serve as a geographical blank canvas upon which cultural and political views can be painted.  It is this fear of the unknown that ebbs into contemporary political and cultural tropes on the Sahara Desert.

Grazing from Mauritania in the West through the hinterlands of Mali, Algeria and Niger, to the Tibesti mountains of Chad towards the northern states of Nigeria, this is the land which has been described as the ‘swamp of terror’: the Sahara-Sahel.  The narrative of this terrain has drifted from romantic imaginings of nomadic caravans and peaceful Sufism towards depictions of drug smuggling routes and sandy bastions of violent Islamism threatening the West.  When did the ‘nomads’ become ‘terrorists’?

Security for the Insecure

The increased militarisation of the region makes it important to question how this shift in language has come about since the relatively brief introduction of the Global War on Terror (GWoT) to the area and the reasons as to why this occurred.  The current rhetoric used to describe the threat of Al-Qaeda in the Islamic Maghreb (AQIM) is predicated upon previous linguistic constructions of the Sahara as well as the more recent tropes of the GWoT to create a threat far surpassing the capabilities of the small group in the desert.

That is not to say that AQIM does not exist and is not a threat.  It is instead the assertion that the Sahara should be viewed as a diverse region in itself and not merely lumped into the cartography of insecurity put forward under the GWoT.

The Blank Canvas of the Desert

For centuries the unknown hinterlands of the Sahara have been imagined with colourful representations of nomads riding exotic beasts and African kings holding up the famed golden wealth of Africa in their hands.[i]

Defined by its emptiness, religion, wealth and potential threat, the lands to the south of the Mediterranean existed not as a discrete entity but an ebbing shore (or in Arabic, a Sahel) to other civilisations.  Such images have faded but the narratives remain.  The ‘shore’ now borders a ‘swamp of terror’[ii] that is perceived to traverse the globe, sustained by religion and poverty, to create the cartography of insecurity.

The decision to undertake a war in the Sahara may have been inherently political but the success of the messages of the Global War on Terror have relied on pre-existing tropes synonymous with Africa and the Sahara in particular.  The historian, E. Ann McDougall claims that ‘the Sahara has served the West as a canvas on which to paint its greed, fears and ambitions’[iii].  It is upon this cartographic canvas that a small group in the Sahara-Sahel has been constructed as a direct threat to the West.

Geographical Emptiness

Depictions of the Sahara centre on the notion of emptiness.  Maps show a land derelict of flora and fauna that isn’t delineated as being ‘North Africa’ nor can it be ‘Sub-Saharan Africa’ by definition.  It exists in the margins as it is seen as a margin in itself: a geographical ‘other’.  This drought of definitions has been extended into the narratives surrounding the Sahara-Sahel in the GWoT.

Deprived of distinguishing characteristics it has come to be defined by associations, geographical and rhetorical, to explain a region that is simultaneously devoid of life but teeming with insecurity.  It is therefore necessary to locate the Sahara-Sahel within the narratives of the GWoT to see where they interact with the ‘Savage-pictures’ to fill this geographical and rhetorical gap.

In this series the ‘emptiness’ of the Sahara will be evaluated by assessing the threat of al-Qaeda in the Islamic Maghreb in comparison to the forces being deployed to fight against them.  The next article will assess the position of the Sahara in the Global War on Terror and place the region within the global cartography of insecurity.

10 Reasons why India is not the Next Superpower

In this article, the author presents ten issues that are holding India back and have crippled India to some extent. He makes the case that if these problems are not overcome, India will not be a future “superpower”, as some claim it will be.

There is an increasing vigour with which international observers speak of the rise of India. According to many, it seems that those who placed bets on China becoming the next dominant power are wrong and in fact India was the right choice. This is based upon the assumption that India is destined to become the next real global player by virtue of three integral factors: it is the world’s largest democracy; it has an absurdly large and predominantly young population, and its ascension into the global elite of power economies is inevitable.

However, have we asked ourselves enough questions about the so-called emerging power? What is the reality of the Indian condition? Has hyperbolic economic growth planted the seeds for a truly gregarious society? Is democracy moving the masses forward or fostering a residue of stagnation? With the dawning of a new year, it is an appropriate time to dispel the romanticised image of the emerging Indian powerhouse by identifying 10 key areas that prevent India from being considered as a global superpower.

  1. Democracy

Democracy is the right and only form of governance. This is a concept that nations of the West are familiar with and in recent years India has become a part of that democratic axis. For reasons that may appear obvious to most, it is rare that questions are asked about the validity or potency of democracy’s utility. Essentially, the assumption stands that; if democracy is in place then there is no better system that can improve the lot of that nation. Therefore, if a democratic government is failing to address the concerns of its people; it is not the fault of the system but the fault of a group of ‘bad apples’ within society. There are no two ways about it, the Indian government over the last couple decades has not been addressing the most essential needs of its people (explored below).

Yet, despite the seemingly under-productive governance system, Indian’s are ferociously proud of their democracy. However, they are less than impressed with the manner in which it currently operates. Admissions of corruption, hypocrisy, elitism and nepotism are ever-present when discussing national politics with any Indian. Despite democracy’s ability to represent the average person’s wishes (which is in itself an illusion in a country as diverse and populated as India) there has been a distinct lack of meaningful progress across the board. It is relevant, given the feats achieved by India’s tumultuous neighbour China, to question whether a democratic system is to be blindly accepted as ‘the only way’. History tells us quite bluntly that authoritarian regimes (of varying degrees) have had as much, if not more, success in establishing functioning societies than democratic nations. In fact, a true expression of democracy has yet to engender a world power. Controversial, I hear you cry. All of the European powers, a segregated United States, Imperial Japan, the coming of China and all ancient empires share one simple fact; they did not represent all of their citizens in their decision making processes, instead they took decisions on their behalf. Democratic regimes tend to be election wary and in doing so lack a long-term vision that a country like India is desperate for. I am not arguing for a Chinese-style authoritarian leadership but I pose this simple question: do you think it is possible for India to emulate what the Chinese have done in terms of infrastructure, poverty, energy needs and generally safeguarding the future of its population on a centralised five-year electoral cycle? It seems highly improbable given the current state of affairs.

  1. Corruption

A large part of the reason democracy in India seems impotent is the fact that corruption is interwoven into the very fabric of Indian governance. The country suffers from corruption on a scale that would make Nigeria’s late dictator, General Sani Abacha, roll over in his grave. Corruption stifles the country in a number of ways. It siphons off necessary funding for: essential development, anti-poverty initiatives, energy security and many, many more. It has become synonymous with politics in India.

Perhaps one of the worst features of India’s endemic corruption is that it is unashamedly present. Like a plot from a Bollywood movie, it seems that factions within society extol their ability to command such devious power. This of course has created a backlash. Like most of the world, India has not escaped the ‘year of protests’ unscathed. The Anna Hazare anti-corruption movement has captured the imagination of millions and, rightly or wrongly, seems to be a voice for a discontented underbelly of unrepresented lower classes and the aspirant middle-classes. Despite the downturn in the intensity for the Hazare movement in recent weeks it does not signal that the Indian people are happy with the current status of the Lokpal Bill and corruption is no longer an important issue. Far from it. Corruptions synonymy with the political establishment not only affects the legitimacy of the current Singh government and his National Congress Party, but also engenders a twofold reaction as it dangerously erodes faith in the political establishment (which could lead to protest votes for extreme parties) whilst neglecting the responsibility to address the problems of tomorrow.

  1. Infrastructure

India is soon to find herself in the midst of a golden opportunity to signal to the world, and more importantly her own people, that the country is upgrading its infrastructure inline with the 21st Century. The current transport system is largely a continuation of what the British left behind. Despite the age and condition of much of the national train network and roads systems, they continue to defy logical explanation by servicing the burgeoning population. However, this system is slowly reaching its tipping point and will not last forever. Rather than waiting for the system to fail, it is time to ensure India keeps moving into the next century.

Mumbai is a perfect example to demonstrate the state and nations wanton disregard for the transportation issue. It is India’s most densly populated city, it is the financial and entertainment capital, it plays host to Asia’s busiest train terminus and houses some of the world’s most expensive hotels. Also consider that the city is a logistical nightmare were a one-way commute can take hours, trains are beyond overcrowded and the Chhatrapati Shivaji airport, located in the middle of the city, is serviced to death. After ten years of political wrangling planning permission has been given for another airport located in a more sensible location. Bets are off on guessing which decade the building will be completed in.

Talk to any Indian with some affiliation to Mumbai and the response is always the same: it is too crowded! A unfortunate coincidence of geography prohibits outward expansion, self-interest and political stubbornness prevents relocation to a more appropriate northwardly location. This should not stop the authorities from implementing strategies to alleviate the congestion, especially for the hellish commute. The Delhi Metro can offer double-edged inspiration in this regard. Whilst its emergence has been a great success for India’s capital it highlights the uninspiring nature of the Indian government’s perspective on infrastructure. Why the Mumbai phase of the metro was not ‘ready to roll’ as soon as Delhi was finished is simply baffling. If any city in the world was in need of a metro its certainly Mumbai, yet it seems more effort is being placed in the construction of the Jaipur metro.

  1. Bureaucracy

The generic accusation aimed at bureaucracies is that it is detrimental to efficiency. Speed it seems is the sacrificial lamb. At present, India can do without extra delays, it would benefit much more from swift and rational decisions. The justice system in India is painfully slow and complicated much like its political decision-making. As a political risk and consultancy group, based in Hong Kong, announced in last year’s report India’s bureaucracy is one of the most stifling in the world. This derives from too much political interference in a less than transparent system. It also translates into difficult foreign business ventures that carry excessive ‘administration fees’.

  1. Ethnicity & Religion

An obvious fact: India is an ethnically and religiously diverse concoction. What is less obvious is that no previous global super power has been heterogeneous. Yes, many have included diverse peoples but they were not founded upon the notion of equality amongst men. Even the United States was founded and unified around its white northern European immigration. Historically, it seems, homogeneity is a staple ingredient for a superpower status. As such, India faces a monumental challenge from its internal divisions that more than occasionally lead to fractious tendencies.

Difficulties have arisen and will continue to arise given the deep seeded tensions between Hindus and Muslims, people and state, and caste against caste. Unfortunately, in recent years religious violence against Muslims in the state of Gujarat can attest that diversity is not being used in a positive force. The most troubling factor is the construction and reinforcement of an ‘other’ within and across Indian society. A notion that is readily intensified by the perpetual antagonisms with Pakistan and it is for this reason it is not difficult to understand modern manifestations of religious tensions across society. The nation must come to terms with its own skin before it can even begin to project power externally.

  1. Energy

India is an energy dependent nation. The majority of its energy needs are satisfied from imports. With the relentless rise in oil prices and perpetual instability across global commodity markets, energy dependency in the near future represents a highly volatile arena wherein states compete to satisfy their own needs. And therein lies the problem, India cannot outspend cash-rich nations like neighbouring China, India cannot match the physical capabilities to ensure energy security like the US and India currently lacks the international influence that European nations are desperately clinging on to. There is a necessity to make substantial moves now to ensure some semblance of imported energy guarantees for the coming decades. For without any energy how can India modernise?

What of the possibility for turning to domestic green energy? You could be forgiven for muttering ‘fat chance’, you really could. India aligns itself with the majority of the world in this regard, it makes the right noises about such endeavours yet does little to enact them. However, with a spot of forward planning (and a gigantic amount of political will and a substantial stack of rupees), India could move towards a sustainable energy system that services transport needs as well as business and personal consumption.

  1. Hypercapitalism

However, investment in green solutions holds little hope due to the monopolistic nature of capitalism. Power derives from those with financial capabilities and if the green option does not align with the interests of the powerful utility and energy companies you can be sure neo-liberal India will not rock the boat. The most disturbing facet of the Indian paradox is the extent to which capitalism operates. Akin to a bodybuilder on steroids, it severely distorts India’s natural economic potential, exposes her labour force to the ruthless desires of the world market and encourages oligopoly.

People will point to the fact that India has one of the highest number of millionaires on the planet, but in contrast India’s poverty index is as bad, if not worse than sub-Saharan Africa. Perhaps its most abhorrent feature is that it provides an excuse for overlooking or condemning the masses under the poverty line, as capitalism assumes your own financial situation is in your own hands.

  1. Poverty

Simply put, before India can even dream of becoming a influential player in international affairs it must lift over half a billion of its own people out of poverty.

  1. The Caste System

Even though the caste system was officially abolished with the creation of the Indian constitution, it is still prevalent in the minds of millions. Its existence reinforces differences. Much in the same way that ethnic and religious differences impede India’s development as a truly gregarious nation, the caste system also inhibits development. When divisions amongst people constitute a significant part of societal interactions (or there lack of) yet the society itself advocates equality for all, it is possible to see that these contradictions can provide internal backlash if caste consciousness emerges.

  1. Attitude to Foreigners

Another trait that has been a prevalent feature of ‘superpowers’ of yester year is the manner in which they see themselves in relation to others. There is a strong sense of exceptionalism that underpins the ability to rise above, one which usually comes at the expense of other people. The Indian condition seems to be largely different to this. Rather than adopt an exceptionalist identity with regards to foreigners (surrounding nations such as Pakistan and Bangladesh are the exception) they reinforce their superiority internally amongst their own people.

In many respects skin colour is an integral factor within Indian society. That translates into a strange psychological relationship between the fairer Indians who, by no coincidence of history, find themselves in the higher echelons of society, white Europeans, especially Anglo-Saxons and the large mass of darker skinned Indians. In essence, India still holds psychological baggage from its colonial history. It is something that sections of society are unwilling to relinquish due to the associated benefits of power and prestige supplemented by the international bombardment of the ‘white is right’ paradigm. However, to overcome this is a prerequisite in a country where peoples skin colours vary as widely as the colours of India’s magnificent saaris.

In no way are these ten categories impossible problems that condemn India to mediocrity and chaos indefinitely. Each category can (and should) be transformed into a positive attribute of the Indian experience. In fact, should a solid amount of foresight and vision be employed then each of these obstacles will either become a source of strength or goal to be achieved. Yet, for the time being these represent very real challenges that are in serious need of address before they escalate. Furthermore, each is intertwined with the other. No one obstacle will be overcome alone. A holistic approach is the order of the day and I harbour my doubts that the Indian ruling elite is currently prepared to meet the requirements of its people and thus ensure the prosperity of India’s future.

From Fiesta to Siesta: Spain, Merkozy, and Neo-Eurosclerosis

European politics is a tough game: on the one hand, there is the political struggle in which parties seek to win a domestic electorate with old-fashion programs covering issues such as the level of state intervention, economic growth, and social integration and protection. Here the talk is usually centred on taxes, employment, state regulation, and welfare programs. On the other hand, European integration and monetary union are forcing member states to strengthen their positions in an attempt to resist challenges to state sovereignty. Here the talk is usually centred on fighting back transnational forces and financial markets, enhancing national identity, and resisting the transference of sovereignty. Hence, political parties find themselves in the odd situation of having to win two battles: one with a domestic electorate, and one with the effects of European integration. Three battles if we include the struggle against financial markets that do not seem to respect boundaries of any sort. The 2008 economic crisis and subsequent sovereign debt crisis and crisis of the euro have only exacerbated these trends. The case of Spain comes in handy here.

When Mariano Rajoy of the conservative People’s Party was elected Spain’s President in November he stated that Spain “will stop being part of the problem and start becoming part of the solution”. Later, in his first address to Parliament he confirmed that he would not raise taxes as a measure to reduce public budget deficit (one of his electoral promises). Yet this week the government that Mr Rajoy presides announced the most severe measures since Spain turned into a democracy in 1978, including very large cuts in public expenditure and a significant rise in income tax rates. This, it was argued, is what Spain needs to do in order to meet the European budget deficit target of 4.4% by the end of 2012.

The current exact figure of Spain’s public deficit is a matter of serious debate. According to the outgoing socialist government, Spain’s deficit is of the range of 6% whilst the incoming conservatives estimate the figure is closer to 8% thus justifying extraordinary measures. But Spain is a semi-federal state in which a large proportion of the current aggregated national public deficit is dependent on the deficit incurred by each of the different autonomous communities. This means that the debate over the exact figure of public deficit is in turn cascaded down to the politics of each of the autonomous regions (the majority of which are now in control of the conservative government). In other words, numbers and figures are political. Those seeing things through red lenses believe the figures provided by the incoming government have been inflated; those seeing things through blue lenses claim that the outgoing government was too optimistic about the level of public deficit.[1]

Regarding the measures announced by Mr Rajoy, two points come immediately to mind. First, Mr Rajoy’s measures will tax employees and therefore hit the middles classes, and not big companies or the richest strands of society (despite the argument that he has chosen to raise taxes on income over taxes on consumption on the basis of the former’s equity and progressivity –however, there are already rumours that VAT, a tax on consumption, will be increased in or after March. That may explain, inter alia, what Mr Rajoy’s number two Soraya de Santamaría meant when she claimed that the measures announced this week are only ‘the beginning of the beginning’). Second, the conservative government has justified these measures on the grounds that resolving the debt crisis must be Spain’s top priority. Cutting public expenditure (in other words, social welfare) is not enough and so an additional increase in taxes is what Spain needs to do to achieve the paradisiacal budget deficit of 4.4%. This, according to the conservatives, will not worsen the economy and, if it does, their position is that reducing public deficit is more important than reactivating a stagnant economy. Yet reactivating the economy and creating jobs was the promise and the campaign slogan of the conservative party presided by Mr Rajoy (official data says Spain has 4.42 million unemployed).

So what has happened here? Have Mr Rajoy and his cabinet changed their minds or did they know the policies they would adopt and implement once they found themselves in power? I think any doubts in this regard may offend the reader. Spain is no movie like others, but the script is the same elsewhere in Europe these days: see Greece, (in that case though the government of Mr Papandreu lied about public accounts), Ireland, Portugal, and Berlusconi’s Italy where the new government has not even been democratically elected. Then came Spain, with Mr Rajoy making pacts with Merkel. In this regard, not only is the Franco-German axis abusing intergovernmental cooperation to worrying levels, bypassing regional integration and European institutions such as the Commission, but they are also increasingly perceived as dictating what other countries must do.

In an essay published in November by the Centre for European Reform the authors provide an excellent analysis of what exactly is going on in Europe. According to the authors, the principal problem is that the monetary union was never coupled with a fiscal union. The introduction of the euro therefore triggered a flow of debt from core, creditor countries in the North, to periphery, debtor countries in the South, ‘spurring the emergence of enormous macroeconomic imbalances that were unsustainable, and that the eurozone has proved institutionally illequipped to tackle’. But the Franco-German axis and North-European policy-makers, with the backing of conservatives elsewhere, do not agree with this interpretation and instead of acknowledging the institutional pitfalls of the eurozone, they blame the crisis on the behaviour of certain member states (the so called PIGS that Paul Krugman rightly prefers calling GIPS), namely on government profligacy and loss of competitiveness.

Hence, Spain is forced to apply stricter rules to emulate the virtuosity of creditor countries like Germany as if Germany itself had played no role in the run-up to the crisis (by lending money irresponsibly and far from innocently). Yet experts like Krugman are very clear about the impact that an obsession with austerity and low inflation is having on European economies: austerity in times of crisis inevitably leads to more recession and not necessarily to a decrease in bond yields. IMF’s Chief Economist Olivier Blanchard has backed this view by declaring that ‘some preliminary estimates that the IMF is working on suggest that it does not take large multipliers for the joint effects of fiscal consolidation and the implied lower growth to lead in the end to an increase, not a decrease, in risk spreads on government bonds’.

Krugman claims that nobody understands debt and he cites a quote by John Maynard Keynes that all governments, blue or red, should learn by heart: “The boom, not the slump, is the right time for austerity at the Treasury”. I think though that Krugman is making a very benevolent interpretation of the current state of play. Surely Mr Rajoy (and Sarkozy and Merkel) understand debt, but their lenses are blue. It was Roosevelt and not Hoover that led the US and the world to recovery during the last Great Depression, and he did so by injecting money in the economy, not by enforcing austerity. The eurozone suffers from institutional flaws that need to be sorted (such as the lack of ‘real’ fiscal union). Some experts believe the latest agreement reached by the 17 members of the eurozone on 9 December 2011 is a ‘fiscal union’ only in paper (this may explain the reaction of the financial markets which, after taking a brief break, are back on their feet ready to take on another victim).

The question therefore is whether there is anything that will satisfy the financial markets. In this regard the answer seems to lie in Blanchard’s statement according to which the financial investors are schizophrenic because they first react positively to austerity and then negatively when they realise that austerity does not lead to growth. Which means that the key to this puzzle is as simple as it is old: financial markets want to recover their investments, and the way to guarantee such outcome is by generating growth, not by enforcing austerity. Mr Rajoy in the meantime, guided by European conservatives’ obsession with austerity, continues to hit the wrong button; let’s hope it will not be too late before European leaders realise that their lenses are leading Europe towards a state of Neo-Eurosclerosis.

India’s Anti-graft Protests: Why Demands for Inclusiveness are Not a Distraction From Fighting Corruption

Team Anna, as the group of largely ex-bureaucrat activists headed by anti-graft agitator Anna Hazare has been christened by commentators, had earned praise through much of 2011 for being able to articulate a unanimous-sounding consensus of Indian civil society across the barriers that render it notoriously fractious. Even some of their detractors had conceded Team Anna’s success in rallying a typically apathetic citizenry around a cause backed by a mobilization and momentum which is thought of by many educated city-dwellers as grievously lacking in a parliamentary system crippled by the ‘politics of identity’ and coalition compulsions.

By the year-end however, the response to Anna Hazare’s latest edition of his hunger-strike protest was underwhelming and the growing unease with an apparent authoritarian streak in Team Anna became palpable. What was just months ago one of the most successful campaigns in recent Indian history looked no less dysfunctional than the Parliament it takes potshots at. The dilemmas of ‘Coalition Dharma’ which complicate governance in India are no less applicable to Team Anna if it claims to represent Indian society in its identity. The manufactured unanimity of Team Anna seems sustained by a self-assured insularity from dissenting voices, which if heeded would give Team Anna pause. This is in part because activists besides the telegenic Team Anna get scanty mainstream media coverage, thus creating an illusion of nationwide consensus. Following are some voices which ought to give Team Anna and its supporter’s pause, if not from their legislation-obsessed agitation, at least from their repeated accusations of their critics as divisive and unpatriotic.

  • Team Anna’s way of addressing concerns about inclusiveness have been transparently stage-managed and tokenist. Shekhar Gupta, the editor of the Indian Express daily, writes: “Representative inclusiveness, they probably believed, was part of our cynical electoral politics though that did not stop them from having a Dalit and a Muslim girl help Anna break his fast, making it the first time that a child was described as “Dalit” on a public stage in a mass rally.” The photo-op which seems to have been hastily ‘Photoshopped’ on to a movement largely indifferent to concerns of diversity, also raised concerns among some viewers about the unintended consequences of religious labeling of children.

  • The boundaries of ‘peaceful protest’ are always in the risk of being breached by Team Anna’s implicit endorsement of elements whose commitment towards adhering to constitutional propriety and prevention of civil unrest, seems questionable. A case in point is a black-flag demonstration against Prime Minister Manmohan Singh by alleged supporters of Team Anna, during his New Year visit to the Golden Temple at Amritsar. The choice of protest venue in Amritsar was irresponsible for the obvious reason that it could potentially open the wounds left by the upheavals of the 1980s in the said shrine, which is viewed by a significant portion of the said community as a site of a government assault on their faith. If this irresponsible choice of protest venue did not lead to something untoward, it is in part due to the unimpressive numbers of the protestors and the overwhelming security presence. Better civic sense is expected of a movement supposedly representing ‘Civil Society’ than such an exacerbating of security concerns. Also, a better explanation is expected from Team Anna than doublespeak simultaneously defending and disowning supporters, if it is to retain its credentials as movement insisting on public probity.

  • When it is well-known that India suffers more from lack of enforcement of existing laws than the absence of laws in statute books, the Lok Pal model is inordinately obsessed with augmenting the lists of penalties, leaving intact the slackness of enforcement and lack of transparency that provide the opportunity for corruption in the first place. Also, an informer-rewarding ‘police-state’ that the proposed Jan Lok Pal regime resembles, may have the side-effect of inducing officials to recruit and reward officials who are pliable and willing to exchange favours for silence, thus exacerbating inequities like nepotism and workplace discrimination in government offices which affect delivery of service to citizens besides graft.

  • Inclusiveness has rightly been part of the national agenda at least in letter if not in spirit and Team Anna’s attitude towards mechanisms of inclusiveness has been either indifferent or borderline hostile. There has been a tendency among Team Anna supporters in online discussions to accuse anyone raising concerns about inclusiveness of playing ‘identity politics’ and being establishment lackeys. A case for critics of government intervention for inclusiveness to consider, is this measure by the Karnataka government for inclusive hiring in school-meal kitchens. A point to ponder for critics of the ‘politics of representation’ is, would people divided by caste have voluntary chosen to mingle in a school kitchen without that nudge from the elected government?

  • Team Anna’s vision of an India which, far from its professed aim of ‘Direct Democracy’ involves a replication of the Ralegan Siddhi model nationwide i.e. a series of ‘Ashram-cracies’ revolving around a patriarch, in a proto-industrial setting with curtailed civil liberties, is a vision that does not resonate with much of India’s aspirational youth.

  • Land acquisition policies and resulting displacements, the denuding of natural resources by a corporate-political nexus and imposition of near-martial-law conditions in some parts via the Armed Forces Special Powers Act, are contributing on at least as large a scale as government corruption in disenfranchising citizens and even turning some towards insurrections; thus calling into question Team Anna’s description of corruption as the greatest national risk which must be fought mindless of all others.

In the interest of genuinely playing their legitimate and very timely role as a civil-society group, this is an opportune moment for Team Anna to introspect on how their protests can sometimes be counterproductive, how the loose cannons among their supporters can be appropriately restrained and marshalled and how to broaden their dwindling base of support.

With the United States Republican Party presidential primaries in full swing, the issue of marriage equality has regained considerable momentum over the past weeks in American national politics. In early December, it was beginning to look a lot like Christmas – until Rick Perry decided to deck the halls with rabid homophobia rather than holly. In a bizarre ad, Perry equated the repeal of “Don’t Ask, Don’t Tell[1]” to a blatant attack on people of faith. Michele Bachman, perhaps one of the most extreme and contested anti-gay candidates in the GOP presidential contest, has an impressive anti-gay track record, including likening being gay to being a “part of Satan”.  However, Bachman has suspended her campaign following a poor result in the Iowa caucus of January 3rd, 2012.

When the Iowa votes were in on that first Tuesday of 2012, Mitt Romney won the caucuses after publicly promising to support an amendment to the United States constitution barring same-sex couples from marriage. But perhaps the one to watch on the marriage equality front is Rick Santorum, who came in a close second to Romney and continues to court the support of extremist organizations and has strong ties to many anti-gay groups. Santorum has a long track record of trying to score political points by bashing the LGBT community. In Iowa, his anti-gay stance almost led him to victory. In New Hampshire however, Santorum’s anti-gay rhetoric got an icy reception as he got booed off stage after comparing marriage equality to polygamy.

Santorum and the Anti-Gay Lobbyist Force

Religious Right activists are positively giddy over the new momentum behind Rick Santorum’s candidacy for presidency, praising his appeal to women and evangelical centers on a desire for authenticity. In many ways, the conflict over marriage equality and gay rights represents what is arguably one of the dominant cultural cleavages of the post-material era in the United States. The specific battle over gay marriage represents a cultural cleavage between religious traditionalism on the one hand and progressivism on the other. In a similar fashion to the highly contested Proposition 8[2] vote in California and the legislative battle of the Marriage Equality Act[3] in New York, the evangelical movement was quick to jump on the anti-gay bandwagon in the presidential primaries. But Rick Santorum isn’t just close to traditional Religious Right organizations and activists: the former Pennsylvania senator even has ties to the most fringe parts of the movement. Santorum, for example, is a heavy supporter of Ron Luce’s cult-like group “Teen Mania”, which focuses on challenging a youth-culture that, in Luce’s words, promotes homosexuality. Luce’s organization Teen Mania, which hosts teen-oriented prayer rallies, was recently featured in the MSNBC documentary Mind Over Mania, where former interns described Teen Mania’s cult-like practices, such as faith healings and enduring verbal abuse and extreme sleep deprivation.

Last month Santorum attended the Presidential Pro-Life Forum hosted by Personhood USA, accompanied by fellow Republican presidential candidates Michelle Bachman and Newt Gingrich. As a radical anti-choice activist group, Personhood USA’s ultimate goal is to ban abortion and even common forms of birth control without exception. Earlier the group launched unsuccessful referenda in Colorado and Mississippi on the matter, characterizing President Obama as “the Angel of Death” and likening opponents of the proposed abortion ban to Nazis.

But perhaps there are three other organizations whose connection to Santorum is more worrisome, especially on the LGBT-front. For the Presidential Pro-Life Forum, Santorum was in close contact with Lou Engle’s The Call, also a host of the forum. In 2009, Engle used his The Call prayer rally to bolster Ugandan legislation that would criminalize and in some cases give the death penalty for homosexuals. The other organization is the highly evangelical Oak Initiative, a project of South Carolina pastor Rick Joyner. Joyner has previously argued that hurricane Katrina was God’s punishment for the advancement of gay rights. And last but certainly not least, there is Focus on the Family, a non-profit group that, despite its warm and fuzzy name, is in tenor and in practice an anti-gay hate group. Focus on the Family is a recurrent factor in the evangelical ability to create powerful networks and was instrumental in gearing up to endorse Proposition 8 in California. Santorum has been a regular guest on Focus on the Family radio broadcasts, engaging in topics such as gay marriage and the repeal of “Don’t Ask, Don’t Tell”, stating that injecting social policies into the military weakens its morale and that there is no place for “any type of sexual activity in the military”. Additionally, Santorum has found support in the Family Research Council, Focus on the Family’s political lobbying arm.

Santorum’s sentiments on homosexuality have often contradicted his own statements. He has spoken ardently in favor of personal freedoms, opposing the McCain-Feingold campaign finance bill[4] in 2002 on the grounds that it was an “affront to personal freedom and liberty.” But at the same time, Santorum argues that states do have a right to “limit individuals’ wants and passions” – striking an eerie resemblance to his comparison of marriage equality to polygamy and the need to curtail “any type of sexual activity” in the military and reinstate “Don’t Ask, Don’t Tell.”

Evangelicals and Politics: Hit or Miss?

Santorum’s views didn’t affect him negatively in Iowa, where evangelical Christians make up a large part of the Republican electorate. The religious groups voted heavily in his favor and helped propel him to top status just days before the Iowa caucus. But the story is different in New Hampshire, a state where gay marriage is legal and which boasts a much more moderate set of Republicans. So while Santorum’s views on traditional marriage and the sanctity of life might serve him well with certain constituencies, he is also alienating and bashing an entire community of his fellow Americans. Santorum’s views could be problematic for him in less conservative states – hence the icy reception he got in New Hampshire, which is next on the list in the 2012 Republican Party presidential primaries.

Santorum is likely to receive a more friendly welcome in South Carolina, but nationally, his views could come back to haunt him. But Santorum is no fool – enter the PR machine. One of his former aides who is openly gay recently jumped to Santorum’s defense, saying the former senator is not homophobic but simply opposes gay marriage.

It remains to be seen, however, whether or not an intricate set of evangelical lobbying networks can create a favorable power momentum for either Rick Santorum or Mitt Romney when focusing on social issues such as marriage equality. In Lobbying Against Progressivism: The Evangelical Power of Mobilization Against LBGT Rights in the United States I have previously argued that it is highly debatable whether the approval of Proposition 8 in California was exclusively enmeshed in evangelical lobbyist efforts. The legislative struggle for gender-neutral marriage in both California and New York testifies to the fact that it is still a deeply divisive and emotional issue on both sides of the fence. California’s highly contested approval of a ban on gender-neutral marriage and New York’s legislation of marriage equality – taken into account its long legislative struggle – still echo the growing pains of equality. For many Christian Right groups, opposition to gay rights has been a major agenda item for the past 30 years and in many ways, it has been their rallying cry.

But does having the support of American Evangelicals as a grassroots movement create any real political power, or is any outspoken religious affiliation more of an obstacle rather than an asset in the Republican presidential primaries? Many political observers in the Republican camp have been adamant on de-emphasizing Mitt Romney’s Mormon conviction as a member of the Church of Jesus Christ of Latter-Day Saints. For many Republicans, Romney is an appealing candidate with compassionate conservative allure. Moreover, we would all like to believe that a politician’s religious affiliation is not an obstacle to higher office. Americans have indeed become more religiously tolerant, but Romney – as the first Mormon to run for President – will clearly have to change some minds. In the late 1960s, the percentage of Americans who said they would not vote for a Jewish or Catholic presidential candidate was in the double digits; by 1999, those numbers had fallen to 6 and 4 percent, respectively. Compare that to the 17 percent of Americans who currently say they would have qualms electing a Mormon to the White House. That number has not changed one bit since 1967, the year that Romney’s father considered a presidential run.

In the end, it remains to be seen how both Romney and Santorum will wield their newly gained status as the Republican answer to Obama, and whether or not Santorum is looking to further intensify his relationship with evangelical movements.


[1] “Don’t Ask, Don’t Tell” was a controversial military policy barring openly gay, lesbian, and bisexual soldiers from military service. It was only recently, under the Obama administration, that a congressional bill to repeal the aformentioned military policy was enacted, setting the official end date of “Don’t Ask, Don’t Tell” for September 20, 2011.

[2] Proposition 8, also known under its ballot title “Eliminates Rights of Same Sex Couples to Marry: Initiative Constitutional Amendment” was a 2008 ballot proposition and constitutional amendment which added a new provision to the California Constitution. This initiative measure, additionally cited as the California Marriage Protection Act, aimed to add section 7.5 to the California Constitution, stating that “only marriage between a man and women is valid or recognized in California.” The ballot proposition passed in the California state elections on November 4, 2008 but was later overturned by a federal judge on grounds of unconstitutionality.

Exploring the Sino-Indian Maritime Rivalry

In the dying embers of 2011 the sentiment between China and India regarding maritime activities became increasingly antagonistic. China explicitly warned India from any interference in the South China Sea, India demonstrated its increasing naval capability with the induction of its second aircraft carrier – two years ahead of schedule – and China beefed up its physical presence across the Indian Ocean. Emboldened by a sense of strength and necessity both nations are expanding their capability and presence beyond their immediate periphery, directly into the others ‘backyard’. What is the naval security state of affairs between Asia’s rising powers?

Competing claims to Asia’s waterways

As emerging Asian powers, both China and India’s vital security interests have dilated towards regional concerns. Their interests, particularly lie in the Indian Ocean. The strategic focus on the region is predominantly due to its proximity to the energy rich Persian Gulf, a vital transport route for Asia’s energy and commercial interaction with the world market. Specifically, it is the desire to ensure security over vital shipments that has dictated the growing Chinese naval presence in the region. This, in turn, stimulates India’s proactive response of increasing its naval capability whilst projecting their presence in the South China Sea. These parallel policies signal an overlap in their strategic spheres, as both nations aim to stretch their strategic footprint across coastal Asia.

Beijing’s rationale derives largely, but not exclusively, from energy security, as China’s energy import dependency leaves her vulnerable across volatile transport routes. To this extent, the Malacca Dilemma constitutes a potent threat perception. In the event of heightened Sino-Indian tension, India (due to its proximity to the Malacca Strait, of which 85% of China’s energy needs pass through) can physically blockade China’s energy supplies. This narrative is used to justify the Middle Kingdom’s proactive presence expansion into the Indian Ocean. However, Beijing’s expansion also serves to stifle Indian attempts at exercising domain dominance. India, by a coincidence of geography, is the dominant maritime power in the Indian Ocean. Accordingly, the region constitutes India’s sphere of influence wherein New Delhi widely sees that its task is to be the steward of the waterways, safeguarding transit vessels. It is this vital responsibility that many consider to be India’s breakthrough into the global elite of nations. As both nations aim to ensure their national interests, they are increasingly drawn into a competition for supremacy.

The China Threat: String of Pearls

Beijing’s interests in establishing a quasi-permanent presence in the Indian Ocean are contextualised through the narrative of energy insecurity. The desire to express self-determination is an essential characteristic in China’s ‘peaceful development’. Accordingly, China has employed mutually enforcing tactics to facilitate its policies. Firstly, to strengthen its presence, it is taking tempered measures, which consist of diplomatic, economic and military engagement across the ocean’s littoral. Described as the ‘String of Pearls’. Secondly, Beijing is continuing a traditional naval buildup to fully utilise and protect their growing interests.

The String of Pearls strategy has been used to describe the physical manifestations of China’s interests within the Indian Ocean. These ‘pearls’ consist of: the building of container ports and deep-sea facilities in Chittagong, Bangladesh; assistance in constructing Pakistan’s deep-water port of Gwadar; support for the projected construction of a twelve-hundred-mile oil and gas pipeline from a port near Sittwe in Myanmar; and the controversial investment in the construction of Asia’s own Suez Canal that would cut across the Kra Isthmus in Thailand, subsequently bypassing the Malacca Strait.

Supplementing this is a methodical and patient naval buildup. In August 2011 Beijing’s naval ambitions were significantly boosted as China’s first aircraft carrier, the Varyag, completed its maiden voyage. This is noteworthy as aircraft carriers denote strategic importance and subsequently improves China’s maritime deterrence and combat capability. This significant moment is a watershed in the process of developing a capable navy, one that will be able of projecting and defending the Middle Kingdom’s interests.

Such advancement has not gone unnoticed by India, as with any augmentation of military strength and presence expansion comes greater suspicion and acts of counter-balancing. Despite official Chinese rhetoric professing that its actions serve only to safeguard its national security, it does little to alleviate New Delhi’s perceived threat. China’s actions are viewed with suspicion and are widely described within Indian military circles as antagonistic and provocative.

However, from the Chinese perspective the advent of the String of Pearls strategy is itself misleading as it attempts to construct a narrative of the China threat to justify retaliatory and often aggressive means. Beijing claims that it is not in search of any permanent presence in the region and that it wants to ensure security of its energy supplies. Nonetheless, China’s geopolitical intentions cannot be naively overlooked. Beijing may be attempting to exercise power through ensuring its presence across the Indian Ocean. Supplementing this is also the desire to curtail the naval reach and capability of India, suggesting that China deems India a long-term adversary. In essence, Beijing may be exercising a policy of ‘nipping India’s navy in the bud’.

India’s manifest destiny

China’s encroaching presence in the Indian Ocean is cause for Indian ire. India’s interests in Asia’s waterways are a manifestation of its geographical reality; it is the central territorial feature of the Indian Ocean. This feeds India’s inherent naval desire to exercise dominance and hegemony over the Ocean. In an attempt to achieve this, India is consistently upgrading its naval fleet, which last month witnessed the advent of its second aircraft carrier INS Vikramaditya and is soon to be followed by the third. This demonstrates how seriously India takes it perceived role by not limiting itself for future options of force.

Furthermore, India’s augmentation of its naval capability is not pursued exclusively unilaterally. Recently, New Delhi has actively participated and hosted naval exercises with Singapore, Australia, Japan and the US, tentatively signaling the formation of a democratic bloc alliance. Not only does this energise India’s aspirations but it is also intended to act as deterrent to the ever-watchful China. Certainly, a substantial part of India’s naval surge is undoubtedly responding to the perceived reality of the China threat. The China threat was first raised in the 2004 The Indian Maritime Doctrine claiming explicably that China poses a maritime challenge to India. It highlighted China’s “determined drive to build a powerful blue water maritime force” and the “imperative for India, therefore, [was] to retain a strong maritime capability in order to maintain a balance of maritime power in the Indian Ocean, as well as the larger Asia-Pacific region”. This indicates that not only has the China question has been an active defence consideration for some time but also effective measures are being taken, and have been taken, to address the concern.

Additionally, India has moved to balance China’s creeping influence with its own strategically targeted maritime presence in the South China Sea. This firmly locks them both into an intense zero-sum relationship, or put rudimentarily, a tit-for-tat encounter. New Delhi’s Look East Policy, a similar strategy to that of Beijing’s, is becoming critical for strategic deterrence against China and sustained presence in the South China Sea is a crucial national security imperative. The establishment of closer ties with Japan, Taiwan and Vietnam ensure that India holds some power of deterrence whilst enabling their military to project its presence into the heavily disputed Sea. Whilst China is frustrated with India’s newfound strategic relationship with all these nations, the most troublesome of late has been Vietnam. This is largely due to the increasing tenacity with which China is pursuing its disputed territorial claims, an issue it vehemently warns New Delhi should steer clear of.

As both nations aim to outmaneuver their rival in order to secure national interests by manipulating Asia’s waterways, it is clear that both are jostling for strategic space across Asia’s littoral. The active-reactive nature of the maritime rivalry between China and India dictates that the emergence of interests in opposing strategic zones increases the likelihood of confrontation; especially considering patrol boats and strategic relationship from both nations expand their Asian footprint. The wider implication of this rivalry is that it severely effects the fragile security situation across the continent, by engendering fractious responses to any future incidents.

In 2010 the BBC released the controversial docudrama: ‘Blood and Oil’. It depicted a Nigeria crippled by corruption, protests and terrorism and was slammed for the tropes of endemic sleaze and violence. Executions, inhumane oil politics and the collusion of leading politicians in these atrocities were seen to reflect the Nigeria of the past. This is now the Nigeria of the present and it could be about to get a lot worse.

This week the country closed its borders following counter-terrorism advice from the UN and a popular strike threatens to entirely shut down oil and gas production (accounting for over 90% of the export market) on Tuesday if demands are not met. There have been two crucial ultimatums:

1. Boko Haram has threatened to kill all Southerners (read: Christians) in the north if their demands of religious reform are not met. The attacks have already begun.

2. Occupy Nigeria has threatened to grind Nigeria’s export economy to a halt if their demands to maintain the fuel subsidy are not met. The deadline has been extended until Tuesday.

Facing a potential civil war and economic collapse, the Federal Government of Nigeria must act decisively.  There is no quick-fix.

There Might Be Blood – Subsidy Strikes

Nigerian oil and gas workers have threatened to shut down the Nigerian oil market, deepening the strikes against the withdrawal of petrol subsidies.  The government and unions are locked in talks which have been extended by two days as of today.  This leaves the government until Tuesday to find a solution or face economic meltdown.

The Petroleum and Natural Gas Senior Staff Association of Nigeria (Pengassan) have put all production platforms on red alert in anticipation of a shutdown. This demonstrates the lack of optimism in resolution being reached in time.

The crisis in Africa’s largest oil exporter has already had an international impact. Oil prices have already risen in anticipation of the shutdown and Nigeria’s export reserves would only last for six weeks.

Brent Crude prices have risen by $1 per barrel in a single day and in a global crude market already shaken by conflict in the Middle East and North Africa, a shutdown in Nigeria could have expansive ramifications. In an election year the last thing a US incumbent would like to see is a pinch at the pumps.

While the true international impact of the crisis is yet to be fully realised, it has already had a devastating impact domestically. The price of fuel has already more than doubled and the prices of other goods, including food, are skyrocketing. People are struggling to get to work, to put food on the table and to run their electricity generators. If the strike turns violent it is these people who will suffer.

Subsidies are seen to be the only benefit most Nigerians receive from the vast oil riches of the country. The argument for their removal is that they cost the state $8 billion per year in funds that could be better used on infrastructure and development. In a country in which government corruption is rife and the trust in the state is dangerously low it is clear that the people would like to see the money conferred through subsidies rather than pilfered by the ‘1%’.

The subsidy involved a huge amount of corruption but its removal does not equate to the removal of the corruption. It is merely a relocation.

Spreading Terror

The north of Nigeria is ‘sliding towards a full-blown guerrilla war’ according to The Economist. Boko Haram bombing campaigns have intensified since the Christmas Day attacks and acts of retribution have been carried out in the Christian south. The burning of a mosque in Benin City, southern Nigeria, demonstrates the dangerous roadmap the northern insurgency could instigate.

Fears abound over the potential links between Boko Haram, a small cult whose primary objective is the removal of secular education, and al Qaeda in the Islamic Maghreb.  Assertions of a broader terrorist network were originally purported by sources in the American military (AFRICOM) and the Algerian Government but on Tuesday this fear was also echoed by the United Nations.

Secretary-General Ban Ki-Moon has stated that ‘concerns will increase’ as the popularity of Boko Haram grows. The alleged sophistication of the attacks, especially the bombing of the UN in Abuja, has provided some substance for these assertions but the most recent activities reflect burgeoning brutality, not capability.

Goodluck Jonathan has responded to the fears of a vast terrorist network by closing the borders of the country. Nigeria’s international borders are now operating on high alert as the latest measures demonstrate the degree of force the Federal Government is willing to use to achieve peace and stability across the country.

Elevated force does not necessarily provide a solution for the state.  They are fighting a guerrilla organisation, galvanised by support from those who fear the encroachment of an over-zealous central government.  Memories of egregious state violence mean that heavy state mobilisation is likely to increase rather than diminish the allure of the Boko Haram message to those who feel alienated from the state.

Will Things Fall Apart?

The Occupy Nigeria protests and Boko Haram attacks are entirely separate movements with the common theme of opposing the Federal Government of the country. With opposition to government threatening the security and the economy of the nation questions abound over the future of Nigeria.

Jonathan has announced palliative measures the mass production of buses to ease the transport issues in the country as well as reducing government salaries by a quarter (although they remain obscenely high in such an impoverished nation).

The most recent response to Boko Haram has been a change in language. Jonathan has acknowledged that the support base may be more than purely criminal. In his speech on Monday he admitted that there may even be members of his government that identify with the organisation.

Talks with Occupy Nigeria have been extended by two days but there is a general lack of optimism for a rapid resolution. Boko Haram are intensifying their attacks and flickers of retribution have begun in the south. At present neither crisis shows signs of abating and the Federal Government is floundering.

Nigeria is being plunged into a future which looks ominously similar to its past. In this scenario ‘Blood and Oil’ appears rosy.

It was just before 11 at night, and I was thinking of calling a cab, when Dr Walid drove up and offered to drop me at my guest house. On any other day, travelling by road would have been an affordable risk to take in Afghanistan: a country fraught with suicide attacks, kidnappings and roadside bombings.

Paul, CEO of 1TV media group, had invited me to be part of a popular television debate called ‘Kabul Debate Live’. A crowd of about two hundred Afghans occupied the swanky studio of 1TV anxiously waiting to talk about the absence of peace, and to voice their opinion on one of the most closely watched debates of the country: ‘Reconciliation with Taliban’.

As the international troops begin to withdraw, especially with America announcing a complete draw down of its decade-long presence by 2014, the Obama administration is now looking at a gradual shift from a military solution to a political one.

“It is interesting and ironic to discuss Taliban reconciliation on a TV debate, when Taliban itself had banned television viewing. Even owning a TV set was a crime. Today, I have travelled a long distance to be a part of this debate. And I hope we get answers”, said Farshad, a second-year Kabul University student.

A study conducted by Altai Consultancy in October 2010 revealed that less than a quarter of Afghanistan’s population has satellite TV equipment. Cable TV is essentially an urban phenomenon, with a penetration of only 5%, while Radio, although a dying medium, has a penetration of 68%.

“TV is mostly used for movies and dramas, while news is accessed through radio sets”, said, Ahmad Rafi Maseer, a Kabul based IT consultant.

Minutes before going live, the host and the brainchild behind this ground-breaking concept, 28 year old Samiullah Mahdi is nervous. “One of the most important speakers of the day declined to participate at the last minute, but we requested a parliamentarian to be a part of the show”, said Samiullah rushing to the studio.

The guest who declined is Taliban’s former ambassador to Saudi Arabia, Habibullah Fawzi.

“It is disappointing not to have a Taliban voice in a discussion that talks about them. It says a lot about their commitment to the peace dialogue”, said Mostafa Mahmoud, News and Current Affairs Director of 1TV.

Samiullah enters the studio, followed by the speakers: Shahla Farid –a law and political science professor in Kabul University; Ahmad Wali Massoud –brother of the founder of Northern Alliance, the late Ahmad Shah Massoud; Professor Aminuddin Muzafary represents the High Peace Council –a loose group of people hand-picked by President Hamid Karzai to broker peace with the Taliban; and Fawzia Kofi –a Member of Parliament from Kabul.

What women want, is rarely a concern’

“Reconciliation with Taliban”, says Sami, throwing open the debate.

“We need to include women in any kind of peace dialogue. Women play an important role in nation-building” interjects Shahla Farid.

It is well documented that groups like Taliban and Hiz-i-Islami (Gulbuddin) have been synonymous with violent repression of women in Afghanistan.

Visuals of a burqa-clad woman squatting in the middle of a Kabul stadium, while bullets were sprayed into her skull point-blank with a Kalashnikov by a Talib, shocked the world and brought to light the barbarism of Taliban rule.

“I don’t think peace talks with the Taliban are possible because of our past experience. During the Taliban regime, women couldn’t go out; they couldn’t work or get an education. The Taliban would rather see a woman die in the streets than go to a restaurant to get food if men were around –these are the kind of people we are talking about”, said a female parliamentarian, on condition of anonymity, in an interview to Human Rights Watch (HRW).

Since the fall of the Taliban, women in Afghanistan have gained some rights and freedoms, but there are still insurmountable problems.

“I personally think the opinion of women is not given much importance in Afghanistan. But looking at the current situation, even if there is resistance they will be present because Americans want to include them, and Afghanistan is run by Americans right now”, intervened Mohammad Asif Ziar, while translating the debate for me, which was a mix of Pashto and Dari.

Majority of Afghan men are mired in a culture and belief system that hides ingrained misogynist policies. While they publicly preach a strict moral code and criminalise female prostitution, they procure young boys and sexually abuse them. The warlords who fought for Afghanistan and its ‘Islamic’ cause kept young boys as their sexual partners for long. Bacha Bazi (boy play) is a lucrative business in Afghanistan. “Just 500 Afghans for the boy to make your night”, said an Afghan friend, while making his offer.

Asif’s intervention reminded me of a conversation I had with a senior editor of a leading news agency in Afghanistan. He had sought my suggestion on marrying his junior colleague. The question seemed a bit odd, because he was already married, and the girl he wanted to marry was as old as his daughter. When I expressed my doubts, he said, “Afghanistan is an Islamic country, and I can marry four times, and the girl I want to marry has crossed her ‘marriageable’ age of 27, and she has no option but to marry elderly, married or divorced, or even handicapped men. So I am the best she can get. This is Afghanistan. What women want is rarely a concern”.

A large number of women in the Pol-e-Charkhi jail in Kabul are languishing on charges of ‘moral crimes’ that include premarital sex, running away from home, and adultery.

“If we intend to include Taliban in the peace process, then it is very important for them to recognise and acknowledge Afghanistan’s Constitution.  That should be the first condition, if they are to be included in mainstream politics”, said Fawzia Kofi. The audience rose in applause.

It is noteworthy that while Article 22 of the Afghan Constitution guarantees equality of both men and women, Article 3 states that no law can contradict the Shari’a. Therefore, even if the Taliban accept the constitution in exchange for power, their interpretation of the Constitution will only curtail women’s rights.

According to a recent BBC report, on November 10th 2011 the Taliban allegedly stoned and shot dead a woman and her daughter in Afghanistan’s Ghazni province. The Taliban had accused the women of ‘moral deviation’ and ‘adultery’. The attack happened just few meters away from the governor’s office in Ghazni city, a place which is yet to be transferred to the Afghan security forces from hands of International forces.

Despite the presence of international forces, there are areas that are still in Taliban control. Women face death threats and even acid attacks regularly. There are those whose lives are in danger for working for the Americans or for not following the Taliban way of Islam. But there are groups that run the risk of opposing the Taliban. Like the Revolutionary Association of the Women of Afghanistan, or RAWA –an underground group that fights for secular democracy and women’s rights.

The debate moves on. A charged audience is anxious to speak after hearing the guests. Samiullah tries his best to steer the 60-minute debate.

‘Taliban, after all, are sons of Afghanistan’

“What has your organisation done for the peace process? Did you make any headway in your talks with the Taliban?”, asks Samiullah.

“People think that talking to the Taliban and bringing them back into mainstream politics will take us back ten years. I want to say that as an organisation promoting peace, we will work only towards that end, and we will care for the rights and prosperity of the Afghans”, says Professor Aminuddin Muzafary, a representative of the High Peace Council.

Afghan President Hamid Karzai formed a High Peace Council in September 2010 to further peace talks with the Taliban and other insurgent groups as part of a reconciliation process. The composition of this 70 member group raises serious concerns over the success of peace negotiations.

Head of this council was former Afghan President, and a jihadist –Professor Burhanuddin Rabbani, who later helped the invading US army topple the Taliban regime in 2001. Others include former warlords Abdul Rab Rasoul Sayaf and Haji Mohammad Mohaqiq who are bitter rivals. Both have fought the Taliban. Sayaf is even accused of massacring Hazaras –a minority community in 1993. These men are an unlikely choice for peace-making with the Taliban.

A big blow to the peace dialogue came on the night of September 20th 2011, when two men pretending to be peace emissaries gained entry to Professor Burhanuddin Rabbani’s house, in a highly secured zone of Kabul, and brutally assassinated him by detonating a bomb, hidden inside the turban.

Assassinations in Afghanistan are an everyday phenomenon. In fact, a surge in the number of high-profile assassinations in recent months –including commander of the northern police zone, General Daoud Daoud; Kunduz Police Chief, Abdul Rahman Sayedkheli; and now Professor Rabbani– is being seen as a swift elimination of people standing in the way of peace favouring the insurgents, especially the Taliban, that is reminiscent of the civil war.

The Taliban has however, repeatedly denied peace talks. They have asserted that they will not enter into dialogue with the government until there is complete withdrawal of all international troops from Afghanistan.

The audience gets impatient. Sami finally takes opinions from the audience.

“All the council members are puppets of the U.S. government. They have been bought and are here only to serve their own interests. We don’t accept them. So there’s no point in them talking peace on our behalf, says Muzhary Fazal Rahman, a young journalist from Kabul.

“Taliban after all are children of Afghanistan. They are sons of our soil. Why alienate them? They are committing acts of violence because we are under American influence”, said an emotional old frail voice among the audience. This was followed by a mild applause, showing not many in the audience seem to agree.

“The High Peace Council is not in favour of omitting the Taliban from Afghanistan’s political ground, we want them to re-think their strategies”, said Professor Aminuddin Muzafary.

“The moment we acknowledge the Taliban and involve them in the ‘peace-process’, we give them the status of a legitimate organisation. So it’s better we avoid that”, said Ahmad Wali Massoud.

The intense debate that lasted 90 minutes ends with an audience poll. More than half (54.4%) say the Taliban should be defeated militarily. The rest want peace talks along with a withdrawal of foreign troops.

The debate did not bring out concrete solutions, but it symbolised hope and change, for about seven years ago such a TV programme with two women speakers would not have been possible.

Assassination

It was ten past eleven. I had finished dinner with 1TV crew and the guest speakers when we heard the news of the assassination of the police chief in Kunduz, Northern Province.

Realising that the situation had turned tense, Dr Walid Roshan, the executive manager of 1TV, walked up to me and offered a ride to my guest house.

The dark night had an eerie silence. Kabul’s streets were cordoned off and a large number of police vehicles with blaring sirens were zipping. Dr Walid had just hit the road when a police personal in an SUV across the road trained the barrel of his gun at us. I could not stop but shout, “Dr Walid, gun”! He immediately stopped and so did the trigger. After a brief chat with the police he continued driving. “Sorry, I did not realise they were coming. They saw a potential threat in us and they don’t hesitate in shooting”, said Walid.

As we made our way through the many checkpoints to reach the guest house, the entire day flashed in front of my eyes; that microcosm made me understand Afghanistan’s impending challenges. Especially the definition of ‘peace’ in a highly volatile and trigger-happy time of Afghanistan.

While Afghanistan assimilates the fragmented peace that prevails in the country, the Taliban and other insurgents groups continue to pull-off a series of spectacular attacks. In a big blow to the US earlier this month, Taliban shot down a US helicopter, Chinook, during a combat mission, killing 31 US special operation troops. According to a latest UN report, more civilians have died in the first six months of 2011 than any other time during this decade long conflict.

All these signs, coupled with the much talked about U.S. troop-withdrawal just as Karzai’s term ends, send out the message that Afghanistan might just slip into an abyss deeper than it was in 2001.

A Pocket Guide – The 1942 US Army Booklet on Northern Ireland

This is the first in a series of articles compiling the US Army guide to Northern Ireland during World War Two.  Following the bombing of Pearl Harbor the US agreed to take over the defence of the region to free up British troops to fight in North Africa and the Middle East.  It also gave the US the time to complete invaluable military training before entering the war in Europe.  This was the manual given to the first officers to arrive in Belfast on 23 January, 1942.

There are Two Irelands

YOU are going away from home on an important mission – to meet Hitler and beat him on his own ground. For the time being you will be the guest of Northern Ireland. The purpose of this guide is to get you acquainted with the Irish, their country, and their ways.

You will start out with very good prospects. The Irish like Americans. Virtually every Irishman has friends or relatives in the United States; he is predisposed in your favour and anxious to hear what you have to say. This, however, puts you under a definite obligation: you will be expected to live up to the Irishman’s high opinion of Americans. That is a real responsibility.

The people of Northern Ireland are not only friends, but Allies. They are fighting by the side of England, the United States, the rest of the United Nations. Thousands of Irishmen are hefting steel in the hot spots of the war, doing their share and more. It is common decency to treat your friends well; it is military necessity to treat your allies well.

Every American thinks that he knows something about Ireland. But which Ireland? There are two Irelands. The shamrock, St. Patrick’s Day, the wearing of green – these belong to South Ireland, now called Eire (Air-a). Eire is neutral in the war. Northern Ireland treasures its governmental union with England above all things. These are historic reasons for these attitudes.

Ireland has sent many gifted and valuable citizens to the United States. Irishmen from North and South, Protestant and Catholic, began to emigrate to America in early colonial days. Nine generals in the American Revolution were of Irish birth. Four signers of the Declaration of Independence were born in Ireland and four were of Irish descent. Fourteen Presidents of the United States have carried the blood of Ireland in their veins.

There are so many of you soldiers who are of Irish descent. Some of you, Protestants or Catholics, may know at first hand or second hand about the religious and political differences between Northern and Southern Ireland. Perhaps they seem foolish to you. We Americans don’t worry about which side our grandfathers fought in the Civil War, because it doesn’t matter now. But these things still matter in Ireland and it is only sensible to be forewarned.

There are two excellent rules for conduct for the American abroad. They are good rules anywhere but they are particularly important in Ireland:

(1) Don’t argue religion
(2) Don’t argue politics

A Pocket Guide – The 1942 US Army Booklet on Northern Ireland – Part 2

This is the second in a series of articles compiling the US Army guide to Northern Ireland during World War Two. The Country

NORTHERN Ireland – usually called Ulster – is a small country, only slightly larger than the State of Connecticut. It is made up of the six counties in the northeastern corner of the island: Antrim, Armagh, Down, Londonderry, Fermanagh, and Tyrone. Some 1,300,000 people – not quite so many as Los Angeles – live there.

First off you may not like the Irish climate. It is damp, chilly, rainy. If you are from the Southwest or from California you may find yourself homesick for sunshine. The sun is only an occasional visitor in Ireland; there are about 200 rainy days a year. The rains, however, come usually as gentle drizzles, not as thundershowers.

It may be news to you that Ireland is farther north than the United States. For this reason the day is very short in winter and long in summer. In late June and July there is little darkness and you will be able to read a newspaper at 9 o’clock at night. In late December daylight lasts less than 7 hours, and darkness closes by midafternoon.

You won't see any tenements in Belfast. Instead, you will find rows upon rows of factory workers' homes like these, usually kept very neat and tidy

Despite Ireland’s northliness – it lies about exactly opposite Labrador – extremes of heat and cold are rare. In the summer a temperature of 80 degrees is the peak of a heat wave, and in winter freezing weather is the exception rather than the rule. It is the always-present dampness which make the cool summers and mild winters seem colder than they are.

Many people in Ireland will wear thick, woollen clothing the year round. You will be wise to keep yourself warm and dry; pneumonia and bronchitis are common.

Dampness chills the bones of visitors, but it makes Ireland green and beautiful. Ulster is a saucer circles by rolling hills. There is the Antrim plateau in the north-east, the Sperrin Mountains in the northwest, the Mourne Mountains in the southeast. If you come from North Carolina, or Colorado, or Idaho, these may not seem much like mountains to you – they rise 3,000 feet at their highest – but their beauty has drawn tourists to Ulster for many years.

On furlough you may want to visit the mountains, or to see Lough Neagh, the largest lake in the British Isles. (Lough, pronounced ‘Lokh’, is the Irish word for lake.) Another strange and famous landmark is the Giant’s Causeway – 40,000 columns of basalt rock which rise from a bay at the northern tip of the island. This is celebrated in legend and story.

The shipbuilding yards of Belfast are among the very largest in the world. Before the war, when this picture was taken, giant liners, including the ill-fated Titanic, were launched here. Now the yards are busy day and night building ships of war

Most of Ulster’s 1,300,000 people live northeast of Lough Neagh, in the lowlands. There are a good many large estates owned by the wealthy or the once-wealthy, and you will find ancient turreted castles scattered among the hills and the glens, but most of the Irish farmers manage to make their livings on plots of land which Americans, used to tractors and far horizons, would think hardly larger than ample vegetable gardens.

This scale of farming will seem almost absurdly small to you who come from the Middle West or the Far West. There are 90,000 farms in Ulster with tiny fields and small, whitewashed, thatched-roof cottages. A 5-acre place is really substantial and anyone who owns more than 40 acres is considered to be engaged in large-scale farming. Fine cattle graze on the pasture land, and hay, potatoes, turnips, and wheat are grown.

Belfast is the most important industrial center in Ireland, and one of the key points of the British war effort. It has a population of 438,000 – one-third of the people in all Ulster live there – and is slightly larger than Kansas City, Missouri. Belfast was badly bombed by the Germans in 1940. Londonderry (called Derry by the Irish), the second city of Ulster, is located on the North Coast, and had a population of 43,000 before the war.

Belfast today resembles many American cities where the weapons of war are being forged as fast as industrial wheels will turn. The production of linen in peacetime is a great industry; Irish linens are known all over the world. Today much of the linen industry has been converted to the manufacture of cotton goods – cloth for British Army uniforms.

The Case of the Missing Girl Child – Focus on Tamil Nadu, India

This article examines the issue of female infanticide in the southern Indian state of Tamil Nadu. While the author is optimistic about the initiatives taken to eradicate the practice, there is emphasis on an understanding the issue at a more basic level and the need for a national level consciousness raising to change patriarchal attitudes.

I was surprised when I read an article on infanticide by Athreya and Chunkath in the Economic and Political weekly twelve years ago. The horrible practice of female infanticide in Tamil Nadu had not gained media coverage until 1986, when the press highlighted its prevalence in Usilampatti, Madurai district, Tamil Nadu. Even then, it was assumed that this practice was only prevalent among a small minority in that area.

We have this idea, largely painted by the media and what appears before our well bred urban eyes, of India, one of continuous improvement and development. Either we deal with those who exalt the past glory of what is honestly an infant nation or those who speak of its future reign as a global super power, but rarely those who acknowledge the present realities without a defeatist attitude. Technology may have in fact contributed to the declining female sex ratio, though it wouldn’t have anything to do with female infanticide as opposed to female feticide.

This Google Motion Chart (click here) serves as a great tool to visualize the sex ratio in Tamil Nadu and individual districts over time. Click on the link and play around with it. Note that Tamil Nadu started off with far more girl babies than boy babies per thousand and sex ratio declined steadily till the 1990s after which we have seen some increase. You can look at individual districts as well over time, setting unique colors for them, and using opacity settings to view them individually, sex ratio changes will be observed along the diagonal, with an increase being an upward movement along the diagonal.

I see the work done to eliminate female infanticide in Tamil Nadu as a welcome blend of realism and optimism. Before I go into the measures, I will touch on female infanticide itself as a social issue. At the bare bones level, it’s a crime, murder, murder euphemized by so many almost polite sounding words that it is with a jerk alike the response to a sharp rap on the knuckles that we must remind ourselves that we are dealing with parental murder of their infants, babies who are girls, killed, because they are girls. Why then should we not deal with the issue like we deal with murder? Charge the accused, send them to jail. Apart from the obvious reasons like underreported births and deaths, ease of being mistaken for a case of infant mortality and the difficulty to get to the actual instigator as opposed to the hapless mother who may have been threatened to commit the act, we must understand that many practices held illegal in the eyes of law and the moral eyes of many well meaning educated citizens have large scale social legitimacy in various closed rural societies.

What grants practices social legitimacy is a grand question I do not want to get involved in right away as that may turn this article into a rant. It suffices to say that despite what the zealots may think, our morality is relativist; it is dependent on a host of cultural and temporal variables. What was moral in the medieval world is not moral today, what was moral in Usilampatti is not moral in Bangalore’s IT hubs. What I will talk about, is the core ideology that runs through urban and rural India, the rich and the poor, the impact of which varies only in the magnitude and the hues of its manifestation. That is patriarchy.

At the core of female infanticide are not murderous parents looking for ways to inflict torture on their babies but victims of an ideology condoned even by those who condemn this heinous avatar of it. Given this, any attempt to address the issue of female infanticide without trying to address the bigger problem of the patriarchy itself can only serve as cursory bandage on a deep internal wound. Well a cursory bandage would help to stem the flow of blood while society tries to deal with its internal injuries. Here I would like to talk about some such attempts to reduce the rate at which female infants die at the hands of their parents.

The cradle baby scheme was instituted by the Tamil Nadu Chief Minister Jayalalithaa In 1992 in Salem, it was extended to Madurai, Theni, Dindingul, Dharmapuri, Erode and Namakkal districts by 2001. Under the scheme mothers were allowed to anonymously drop off their infants in government run centers in these districts. There were 188 centers in these districts. By the end of 2007, 2410 female babies and 390 male babies were received in these centers. Dharmapuri had the largest number of female babies received at 965, closely followed by Salem with a total of 915 female babies received. It is undoubted that this scheme has saved the lives of many infants who have later been given up for adoption in India and abroad.

This however wasn’t the only scheme instituted by the government. Recognizing the importance of local government participation and education of the people, the government also funded theater troupes to stage street plays (kalaipayanams) to educate the rural public about the cause. Training actors for the plays, repeat performances by the troupes with themes including humor with a deep message helped in getting the word around. In Dharmapuri district from April 26 to June 6 1998, 18 troupes carried out 3,000 performances according to Athreya, Chunkath.

While the cradle baby scheme saved lives, there is evidence that the work of the troupes helped to balance the sex ratio.

However when in 2011, the Chief Minister, once again Jayalalithaa, decided to extend the cradle baby scheme to other districts namely,Cuddalore, Perambalur, Ariyalur, Villupuram and Tiruvannamalai , due to the falling sex ratio in these districts, there was criticism. Critics claimed that the scheme makes parents more prone to abandoning their children, particularly girls. I do not understand how such a statement can be made when the sex ratio clearly indicates that, female fetuses, and (more likely due to India’s pre natal sex determination laws,) infants are being killed off. The babies that end up in the cradle would have very likely ended up in the grave, or at least faced an extremely grim future. The critics however are right that the scheme has to be supplemented with more work in restructuring our society.

The above efforts while laudable do not address the widespread prevalence of patriarchy, a society structured around the male. This issue will have to be addressed at a level which requires a countrywide awakening. Patriarchy cannot be eradicated by a series of half measures which considers some evils to be lesser evils and thus acceptable, we will have to fight inequality at every level, however subtle, because it is the attitude in itself which is dangerous and needs to change.

Not all the symptoms of patriarchy are as heinous as female infanticide, some of them materialize as seemingly trivial issues like asking a girl why she would choose to study mechanical engineering, isn’t that a man’s field? It manifests itself in the scourge of dowry which even the educated and wealthy indulge in, at the root of it all is the myopic vision of a woman as a second rate citizen who needs to be under the watchful eye of a male, either he father or a husband. That leads to the burden on the parents for finding a husband for their daughter, right from the day she is born. Large dowries are paid off to ensure the woman can be handed over to a male custodian, astrologers are consulted if a woman remains single for too long and she fasts on certain days of the week so she may find that man, because she can never be an independent individual in society. She has to be under somebody’s watchful eye. The rich provide their daughters with all that society requires, the poor dreading the consequences of not fulfilling social requirements, conclude that death is better for their daughters.

It is easy to brush aside the mentioned subtler forms of patriarchy though they, like female infanticide, are just symptoms of the same disease. Ignoring some of the issues leads to wrongs greater than the ones ignored, which is why I never mince my words when people ask me why, being a girl, I don’t settle down fast instead of studying so much. I have scant regards for the ‘feelings’ of those who start their sentences with “You are a girl…” It is more than my ego or theirs at stake here, it is the wellbeing of our entire society and the lives of little babies all over India, eaten up by a cancer we choose to close our eyes to.

The Israeli Embassy Vehicle Attack in New Delhi – Reactions in India

In the aftermath of the bomb blast targeting an Israeli embassy car in central Delhi, the reaction of the people and the press has largely revolved around three themes: one, outrage that yet another attack has taken place in India and the condemnation of the current government over its inability to stop such attacks. This perception is strengthened by the “weak” verbal responses by the concerned Indian ministers. Two, pointed criticism that the government couldn’t prevent an attack which is a stone’s throw away from the Prime Minister’s residence. Three, surprise – by people mostly – that Iran is in any way related to this attack. Bomb blasts in India have so far been popularly and officially blamed on home grown terrorist groups and those supported by or originating from Pakistan.

The First Theme: Outrage over the attack and ridicule of the official response

The near-universal condemnation of the United Progressive Alliance government under Dr. Manmohan Singh is a recurrent theme that follows every bomb blast in a big city in the country. While it is true that India is a rather large country with multitudes in a politically and socially unstable neighbourhood, it is equally true that the government can do a lot more to improve the security situation in the country without resorting to the controversial measures such as the U.S. government has. Indeed, the government has failed to put in place effective counter-terror and law-and-order mechanisms.

For instance, the Ministry of Home Affairs is overburdened with non-security related tasks such as “implementation of the official language” – Hindi – and welfare of freedom fighters from the pre-Independence era. The long proposed Internal Affairs Ministry has not been set up yet, even though it is an idea accepted by officials on Raisina Hill. Comprehensive police reforms too haven’t seen the light of the day in spite of being on paper for several years.

Additionally, the establishment of an Internal Security University – which would provide long term research and analysis on the internal security scenario in India, apart from providing better trained policemen and administrators – has not been established yet, in spite of being passed by the Cabinet years ago. Currently the officials in the ministry are over burdened with day-to-day crisis management and do not have time to research and plan for the longer run.

The image of the government as an ineffective unit, however, largely comes from the lack of effective communication from the government, in particular its ministers. While the government response is typically greeted with disdain, this time around, it was met with ridicule. One of the reasons is that unlike previous attacks, this one did not result in deaths, making mockery acceptable. The people and media resorted to ridiculing the government over what they referred to as a “cliched, disinterested and monotonous” official statement. This time around, they got to see on their favourite prime time news shows on TV – in the form of Israeli ministers, including Prime Minister Netanyahu – give decisive statements on how such attacks cannot be tolerated and the perpetrators will be hunted down. The Israeli administration was also hasty in blaming Iran for the attack, at a time when the Indian officials were sticking to the story of an “incident” caused due to “unknown circumstances.” The reaction to the blame on Iran will be addressed later in this article.

While this author does not believe that hawkish statements are constructive in the aftermath of such bomb blasts, it is true that the government’s reaction is often trite, and are often replays of every official reaction after every major attack the country has seen in the past many years. This fits into the popular narrative of the government, which lacks effective communicators at the top of the administrative setup. The leader of the political coalition – Sonia Gandhi, the Prime Minister, Defence Minister and External Affairs Minister, among others, are not exactly known for their oratory skills. In a hyperactive news TV era, this has become a burden on the political establishment. The media and people in India yearn for effective communicators who can sell governance as much as they can effectively govern in the first place. Even though transparency has been legislated via the Right to Information Act and other instruments, there seems to be opacity in the verbal communication at the top of the administration.

This narrative is popular and cannot be easily undone by the government without a major cabinet reshuffle. It is an issue the government will have to accept and work around.

The Second Theme: Outrage over the location of the attack

The second theme of the reaction has been specific to this incident: the bomb blast took place on one end of Aurangzeb Road, which is a posh neighbourhood in the Lutyens Bungalow Zone (where all the ministers, officials, parliamentarians and chiefs of military reside) in New Delhi. The location of the attack was a stones throw away from the Prime Minister’s official residence at 7, Race Course Road.

Unsurprisingly, this became a talking point, and many commentators and the general public have lamented about the lack of security even in such a high profile area. One news TV host in partcular was at his hyperbolic best when he commented that even the Prime Minister could hear the bomb blast (adding later that it would have been possible only if the Prime Minister was home. The police eventually revealed that the blast wasn’t a loud one).

The Prime Minister’s residence is on the Race Course Road, which is open to the general public. Pedestrians freely walk along the sidewalks on the road, and motorists are free to use this road for their daily commute. This fact once brought praise by a friend from a subcontinental neighbour who lamented that common people in his country couldn’t even step in the neighbourhood of the most important ministers.

The entire Lutyens Bungalow Zone is fully accessible to the public, as it rightly must be. However, this also means that it is easy for a motorist to – say – bring explosives in close proximity of the Prime Minister’s home. The PM, of course, is safe in his multi layered security setup. In fact, he uses a different road (which is fully secured) from the other side of his home for his daily commute.

Lutyens Delhi cannot be made exclusive to the residents of the area. Not only does this area house the representatives of the people, it has the headquarters of the political parties, and several markets where the poor find employment. There is no practical way to fully secure this area. Commentary on this theme of the location of the attack is hence misplaced. The location is immaterial here: that it happened at all is the issue at hand.

The Third Theme: Surprise and confusion over Iran’s involvement

What has been more interesting, however, is the sense of confusion among people and a few reporters about Iran’s alleged involvement in the attack. The only foreign nation Indians are used to hearing get linked to attacks has been Pakistan. (To a much lesser extent, Bangladesh was once on this list too, but now makes headlines for partnering India in its fight against militancy).

Natanyahu’s assertion that Iran had a role in the attack even before the Indian authorities could confirm that it was an “attack” rather than an “incident” came as a surprise to many. Many in the media termed this as a hasty reaction without credible evidence to back the claim. A few in the public commended such naming tactics, recommending India do the same with Pakistan.

Importantly, however, this holds important implications on India’s foreign policy. In case Iran’s role is directly or indirectly established, it would mean that India will have to re-draft its policy in the region, which has so far been fairly neutral so far (barring for a few strategic decisions against Iran on the nuclear issue and the Iran-Pakistan-India Natural Gas Pipeline).

Historically, Iran has an image of a cultural “ally” in India. In recent years, the Ahmedinejad administration has brought criticism of official Indo-Iranian relations among those who advocate a more realist foreign policy. However, there is a general acceptance of Iran as an energy supplier nation which can help India meet its growing energy demand.

Indians are in general unaware of the growing tension between Iran and Israel. Reports on the stand off between Iran and the United States are often buried deep inside new papers and have nearly no mention on TV. For these reasons, the very mention of Iran has caught many by surprise. People still don’t fully grasp why India has emerged as a battlefield in the Iran-Israel stand off. The set of challenges for policymakers are profound, and it will be interesting to observe how the foreign policy and security discourse evolves from here.

Reporting from the United Nations – The dilemma of the Conference on Disarmament: to be or not to be.

Introduction

On 14 February 2012, representatives of the states parties to the Conference on Disarmament (CD) gathered at the UN headquarters in Geneva for the opening of the first plenary meeting of the 2012 session. Following the opening statement of this session’s Presidency (held by Ecuador) we heard the statements of several delegations including those of Croatia, Mexico, Switzerland, Colombia, Chile, Egypt, Iran, Syria, and the US. There were no substantive surprises as states sticked to their well-known, longstanding scripts. However, perhaps the most positive notes derived from the Presidency’s efforts to overcome the current impasse and from the UN Secretary General’s statement and message that either the parties reach an agreement on a way forward or the General Assembly will consider alternative routes for disarmament.

The impasse

His Excellency the Ambassador of Ecuador Mr Luis Gallegos, who held the Presidency for the first time, opened the session highlighting that this year is of crucial importance for the future of the CD and that parties to the CD have a moral responsibility in finding the way to unlock the existing impasse (since 1996 the CD has not reached agreement on a single substantive issue). Thus, he placed the debate of the paralysis of the CD top of this year’s agenda and further called the parties to exercise political flexibility in order to overcome fifteen years of sterile negotiations.

The Debate

The floor was then given to delegations and one by one these read their readily prepared statements. Here we heard a mixture of opinions. Whilst most of the delegations agreed that 2012 is of crucial importance for the future of the CD, their position with regards to the causes and solutions to the current impasse often differed to the extent that one could sense, grosso modo, the co-existence of two blocks of states: those who believe that the current impasse is due to the procedural characteristics of the CD (in other words to the fact that the adoption of decisions in the CD is procedurally based on the principle of consensus), and those who believe that the lack of progress is due to the lack of political will and flexibility of some states parties to the CD. Depending on which of the two blocks states find themselves in, their proposed way forward also differs: hence, those in the first block call for substantive changes in the structure and procedural elements of the CD, while those in the second block call for more political flexibility and less radical changes.

The Statements

Of the statements of the various delegations, some are worth highlighting here. The Mexican delegation, for instance, reminded the conference of the work undertaken by Mexico on the occasion of the signature of the Treaty of Tlatelolco more than forty years ago, which established a nuclear free zone for Latin America and the Caribbean. In this regard, the representative of Mexico highlighted the organic relationship between peace and disarmament and argued that the establishment of free zones, while extremely important for the disarmament regime, should not be seen as goals in themselves but rather as stepping stones towards the ultimate goal of freeing the world of all nuclear weapons.

The representative of Syria, on the other hand, highlighted the lack of progress and pointed to the lack of political flexibility as its immediate cause. Further, without mentioning at any stage the name of Israel, the Syrian delegate indirectly referred to that country as the most destabilizing element in the Middle East. In this regard, the Egyptian representative referred to the importance of working towards the establishment of a Middle East Free Zone of Nuclear and other Weapons of Mass Destruction and stated that he has started to see things holistically, as opposed to seeing disarmament from the standpoint of a state party, as a result of the fact that he now sits in the podium next to the Secretary and the current Presidency (Egypt follows Ecuador in the Presidency and therefore now sits in the podium of the CD).

As per the Swiss delegate, he emphasized the need to overcome the current impasse and called for the elaboration and proposal of alternatives capable of leading the parties to progress. Further, the Chilean delegation intervened in similar terms and the Colombian delegation expressed the view that with increasing political flexibility parallel work in two directions is possible: that is, work towards the adoption of a Fissile Material Cut-off Treaty (FMCT) and work on the adoption of Negative Security Assurances (NSAs). Finally, the US delegate emphasized the willingness of her government to work towards finding a solution to the CD’s current deadlock and to further work towards the ultimate goal of freeing the world of nuclear weapons as stated in numerous occasions by President Obama.

Message of the United Nations Secretary-General

Towards the end of the plenary session, the Director-General of the United Nations Office at Geneva, Mr. Kassym-Jomart Tokayev, delivered a message of the UN Secretary-General, Mr. Ban Ki-moon. Mr. Kassym-Jomart started his speech by emphasizing past achievements and reminded the parties present at the plenary that the CD has a great record despite its current longstanding deadlock. Nevertheless, his speech contained a clear message: one that, it could be argued, amounted to a clear threat (as far as words are concerned): ‘In 2012, the future of the Conference will be under the spotlight as never before. Lamenting the constraints of the rules of procedure or the “absence of political will” can no longer suffice as explanations for any further lack of progress. The General Assembly is seized of the matter and, if the Conference remains deadlocked, is ready to consider other options to move the disarmament agenda forward’.

Concluding remarks

The session ended with the closing remarks of the Presidency who made it clear that this year’s top priority is to reach consensus on the way forward. In other words, the CD is confronted with a serious dilemma: to be or not to be. For all the achievements of the past, the CD now faces its own extinction precisely at a time where the tide of disarmament is high in the agenda, at least rhetorically. On a more theoretical level, one is left wondering if consensus is the right way forward in a polarized world in which large groups of states have clear vested interests in preserving the status quo: fifteen years without reaching substantive agreements is a long time and if the CD fails to overcome its paralysis in 2012 the world should not fear the extinction of this forum in favour of existing or newer fora based on majority rules or coalitions.

Changes are often for the better and what may be seen as a threat to the existing disarmament agenda may in fact be seen as an opportunity to explore new venues. As a final remark, the Presidency discussed the issue of the involvement of civil society in disarmament matters generally and in the CD in particular, and pointed that several delegations have expressed their wish to increase civil society participation in the proceedings (as is more the case for example with the NPT and the First Committee of the General Assembly). However, upon discussing this particular issue with one delegate I was left with the impression that here, too, consensus is failing once again.

Three Myths about China and its Relationship with the US

Many things have been written regarding the relationship between China and America, most of which is founded upon a sense of speculation that emerges from a state of fear. The general assumption is as follows: China is acting unilaterally and belligerently to undermine and overtake the US, initially through economic means and later through traditional military means. This is not the case. The China threat perception has been, in recent times, blown out of proportion. This can be verified by examining what’s really going on between these two behemoths.

Myth 1

What we are told: China manipulates its currency at a low rate to provide it’s exported goods with an unfair advantage in the international arena. This leads to the assumption that the Chinese are callously stealing American jobs as part of a long-term strategy to control the entire US economy through debt absorption. Akin to a puppet master, China is positioning itself to both dominate and manipulate the American economy.

What’s really going on: Contrary to popular sentiment, $1.175 trillion of America debt in Chinese hands, does not necessarily leave America in a weak position. By holding such an absurd amount of debt, China too is exposed to an enormous risk. The much-sighted scenario’s regarding this toxic wealth largely unfolds like this: The Chinese recall their investment and the US economy crumbles. This will cause a chain reaction that severly impacts the global economy from which China’s export based economy will be hit hard. However, there is also an alternate, and more likely scenario; The US either refuse to pay the debt or default on the amount, leaving Beijing with a financial whole over $1 trillion dollar. Regardless of how cash rich China is, losing $1.175 trillion is a moral blow to any powerful nation. The most reassuring thing is that neither scenario is likely. Largely, this is because both nations understand the necessity of current state of affairs and there is a pragmatic acceptance that they are equally reliant on the other economically.

Talk of a currency war, especially during the republican candidate election is one of the foremost contentious issues in the relationship. The argument put forward is that the Chinese have pegged the Yuan to the Dollar to keep its value low and consequently manage Chinese exported goods uncompetitively low. Without question, this is true. It is also not illegal nor against ‘the rules’ of the international markets. In fact, the reason there has been so much furore regarding the matter is that this policy facilitates continuous Chinese economic growth in a time of American stagnation, much to Washington’s frustration. A simplistic reading of capitalism suggests that production will move to where is cheapest to maximise gains. This naturally will incur casualties and in America there have been plenty. Intriguingly, however, there is a strong argument to be shared that would question why should China readjust its currency at present? Especially given the historical precedent of Japan who did exactly that, allowed the Yen to float against the Dollar after a period of exceptional growth only to be outclassed by the Dollar and end up in perpetual economic stagnation. Beijing is aware that allowing the Yuan to rise will reduce the competitiveness of their exports and ultimately slow economic growth. This not only has a detrimental affect for China but also the US, who, as already explored, is dependent on Chinese cash to sustain it’s debt-laden hypercapitalist system. It borders on farcical to suggest that the argument boils down to expectations for China to ‘play fair’, after all, nobody really believes that capitalism equates to fairness.

So, given the necessity of economic cooperation, it is no stretch of the imagination to suggest that the two nations are economically symbiotic. They both share (in differing capacities) benefits and risks. Accordingly, greater cooperation and integration has been mooted as a viable option. An increased exchange of foreign direct investment (FDI) and bilateral trade that can form a foundation to increase bilateral economic productivity has been occasionally undermined by incidents that suggest, in fact, China is not the unfair, protectionist player it is so widely claimed to be. The much under publicised case of the UNOCAL incident, wherein a Chinese firm was agonisingly close to acquiring a large US energy company only to be federally overruled at the eleventh hour. The rationale for the move was for the preservation of state interests.

Essentially, this is the same rationale adopted by China and the Chinese Communist Party (CCP). The CCP’s raison d’etre is to ensure continued economic growth in order to sustain the ‘legitimacy’ it fractionally holds in China. This equates to pacification of large sections of the Chinese population (namely the burgeoning middle-classes) through participation in a, politically numbing, consumerist culture. Should the economy falter, it is not only the Chinese bank balance that takes a knock as the very political system is likely to come under intense pressure to reform and largely expected to democratise. The crux of the relationship between China and the US is based on this very fact: the CCP needs continued growth to sustain its fragile monopoly over authority whilst the US needs China to continue to fund its ever extravagant life-style.

Myth 2

What we are told: China is a revisionist player. Beijing has a deep-rooted interest in destabilising the current international system with the desire to supersede American hegemony and establish a new world order with Beijing assuming the helm. This is to be achieved through the establishment of alliance blocs comprising of both ‘rogue nations’ and the developing world.

What’s really going on: It seems illogical to suggest that China would benefit from the demise of the current international system. China, like many other emerging powers, benefits immensely from the systems relative stability. The US is heavily invested in ensuring the prosperity of global markets and undertakes security operations, which includes providing physical protection for energy shipments from the Persian Gulf and combating piracy in the Gulf of Aden. These actions leave Beijing free to pursue its own agenda without the burden of sacrifice and disruption. Restructuring the system would expose Beijing to a number of security and political headaches that, frankly, it is ill equipped to deal with. Additionally, an overhaul would require the CCP to renege on their key guiding principles of international relations. As already examined, China’s political preoccupation is to ensure sustained economic growth and this is evidently achieved under the current paradigm.

Additionally, to consider China as politically expansionist in the international arena (Taiwan and issues pertaining to ‘sovereignty’ should be considered a separate issue) is misguided, as this overlooks the CCP’s preoccupation with consolidating their domestic authority. Questions pertaining to Tibet and Xingjian provide a deep threat to the legitimacy enjoyed by the Chinese political party and cases of social discontent have proven, time and again, that they require immense policy consideration. Thus, this dictates that China is largely unable to divert attention away from its domestic concerns for fear of losing control in the fractious territories and by extension also have the potential inspire nationwide uprisings. In the perspective of Sino-US relations, no political issue is more controversial than Tibet. Constant claims of brutality, censorship and human rights abuses emanating from Washington are perceived from Beijing’s perspective as an attack on the legitimacy of the CCP by externally undermining its authority. This sentiment is exacerbated when American leaders meet with the Dalai Lama, who is considered an existential threat to the Chinese establishment. In America this is seen as a noble defence of human rights but to the Chinese it embodies a rather sinister undertone as it is considered both antagonising and undermining.

By and large, China has attempted to keep a low profile on the international stage. This is in accordance with its key principles, which pedestal mutual issues such as non-interference and respect for sovereignty, for it is these principles, accompanied with the active pursuit of securing state interests, that have directed its international interaction. Recently, China has been much scrutinised for its veto on the Syrian resolution in the UN Security Council (UNSC). As with any political action, it must be analysed within the wider framework of Chinese foreign policy and equally important, not judged alone. If the Chinese choose to exercise their right to veto a resolution based on protecting self-interest or in disagreement with the direction of the plan, it remains their choice. Understanding the motivational factors are a prerequisite for analysis and selective criticism should be avoided at all costs as it serves only to fan the flames of international friction between China, America and the West. Beijing could quite rightly point to the numerous examples of American acts of self-interest in the UNSC in defiance of humanitarian issues (as in the case of the recent veto for the Palestinian state).

Additionally, condemning China for conducting business with nations such as Iran and Venezuela is hypocritical, especially as it hardly encourages international instability. For Washington, the Saudi regime, both wholly repressive and undemocratic, is an acceptable business partner but democratic Venezuela is a rogue nation. China, as previously mentioned, is driven by the need to secure business opportunities and resources to sustain its hyperbolic growth. Accordingly, Beijing will court any suitable partner to secure their needs regardless of political persuasion. Whether it’s the United States, the European Union, Venezuela or Iran the central issue for the Chinese is based on national gains. China is simply pursuing a pragmatic business engagement that differs little from American policies.

Myth 3

What we are told: China is belligerent. The Chinese army is big, scary and will one day attempt Asian, then later world domination.

What’s really going on: Explicitly, China stands to gain little from starting or partaking in any act of conflict. Although the People’s Liberation Army is the largest standing army in the world, its technological capability remains years behind that of the United States. Again, the much sighted increased military budget, a substantial 12%, still pails in significance to the monumental US military budget. As a direct consequence, the parameters of the China threat are not manifest physically but oscillate around challenges to US strategic interests in the Pacific and Central Asia. What is largely missing in the security debate is Beijing’s perspective and the view from the Middle Kingdom is markedly different.

Beijing sees that permanent American military bases surround the Middle Kingdom, whether by sea or land and allies of Washington, dubbed the ‘democratic axis’, further acts to consolidate the feeling of encirclement; Huge military presences in Korea and Japan, bases throughout bordering Central Asian Republics, Vietnam and Australia’s emergence as vocal allies of Washington and a very powerful nuclear alliance across the Himalayas. It is clear that, with the exception of China’s northern border a tangible American presence can be felt in all directions.

Nonetheless, security tensions between China and the US remain relatively low. Only a couple of key areas, including the external influence in Pakistani-Indian affairs and the North Korean question, threaten to raise tensions. But nothing has the potential to boil the blood of the Chinese more than the issue of Taiwan. The generally accepted discourse on the matter is that Taiwan is an independent nation that needs protection from an aggressive behemoth who constantly espouses bellicose statements and threatens on regular occasion to illegally re-conquer the island. Characteristic of the Sino-American relationship, there is more to the story than just the American angle. For Beijing, Taiwan is an essential part of its territory stolen during its ‘century of humiliation’ and forms the final piece of the One Nation Policy. The completion of this policy, whether justified or not, has become almost insurmountable due to one simple fact: Taiwan has a military capability that is on par with European powers, which originates from the US. Arms sales between Washington and Taipei have increased in recent years culminating in the $6.4 billion deal by the Obama administration, which signals that the US are no longer adhering to the arms sales reduction agreements they agreed to in the 1982 Shanghai Communiqué. Make no mistake, in Beijing this is perceived as an act of both aggression and defiance. Nonetheless, due to rising levels of confidence in China, the CCP have begun exerting pressure on matters of integral importance, such as Taiwan, by leaning on the mutually dependent ties between Beijing and Washington.

The current state of affairs between China and the US is far from troublesome. Granted, they disagree on a number of issues from how to engage Syria to the most effect methods to combat climate change, but that does not mean they are on a course for destruction. After all, no relationship is perfect. It is also the case that China is less belligerent than conventionally assumed and that the US bares responsibility for some of the inconsistencies that are present in the relationship. To this end, both China and America are, at present, partners as much rivals and the general impression of the relationship between the two behemoths is highly misconstrued.

The Syrian emailgate: first reactions

In this article, the author shares his first thoughts and reaction to the Syrian emailgate before concluding with the following sentence adapted from Bob Marley’s Redemption Song: how long shall they continue to kill while we stand aside and look?

The latest in the long list of leaks since Wikileaks’ cablegate in 2010 concerns Syria and the Assads. Except that this time we are not talking about diplomatic cables. No, this time we are talking about some 3,000 emails hacked from the Asads’ private email accounts by, presumably, the opposition. Assuming that such emails truly originate in the Assads’ accounts and have not been falsely manufactured (The Guardian have made their best to ensure the authenticity of most of those emails yet cannot fully guarantee their authenticity), their content is both frivolous and worrisome.

Frivolous because their revelation confirms once again that internet has brought about times in which voyeurism and exhibitionism find resonance and meet one another across the broad spectrum of new technologies. As internet users, we are both exposed to voyeurism and exhibitionism; we are both potential voyeurs and potential exhibitionists. One might have thought that Facebook, Twitter, and the other so called social media platforms were the maximum exponential of this renewed fashion, but Anonymous, Wikileaks and others have confirmed that public and private life no longer prevail in the age of hackerism. As we browse through the web in search of news regarding the Syrian emailgate one comes across headlines such as ‘Assad’s iTunes emails show music taste Chris Brown to Right Said Fred’. One might wonder how many hits will that piece of news get when compared to more substantive matters – I hope that not many but I am worried that I might be too naive. But that is not what concerns me most here.

What concerns me most is that the contents of those private emails are very worrisome in at least two closely related counts. First, because it seems to me as if we needed over and again confirmation in the form of pictures, emails, or documents to start shaking off our self-denial and acknowledge that, to take the Syrian case as an example, what is happening in Syria is unacceptable and disgusting. Yes, the Assads continue to lead a comfortable life in which Ipad, iTunes, and fashion clothes and furniture coexist with the deaths of hundreds of people in the streets of Homs. Just as many were surprised to see that despite staying in a Bedouin tent during his diplomatic visits Muammar Gaddafi was surrounded by luxury and a harem of women ready (obliged in most cases) to provide him with enduring pleasure, many will now express their disgust following the Syrian emailgate. They sort of knew what was/is going on, but they needed to be put before unethical evidence to say: ‘we should do something about it’. Truth is we already knew what is going on in Syria, just as we know what is going on in many other places.

Let me take a break before I move on to exposing the second reason why I find the content of the emails worrisome. We also read in the hacked emails that Asma al-Assad has been in correspondence with her dear friend Al Mayassa Al Thani, the daughter of the Emir of Qatar, and that the latter has, on the base of their good friendship and considering the suffering the Assads and their children must be going through, invited the Assads to leave the country and take asylum in Doha. A noble gesture coming from Her Majesty of Qatar. In fact, this may disgust many readers but they should (we should) come to terms with the rather paradoxical fact that peace and truce are often in tension with justice. If the Assads leave the country, then there may be some scope for a negotiated transition to peace –although how much they are in control of the centres of power and violence is dubious in light of evidence indicating that al-Assad is unwilling to share information with members of his clan and the security apparatuses of the country. Leaving that aside, however, if the Assads leave the country Syrians will not be able to judge them for the 8,000 dead and many more tortured and injured since protests initiated a year ago. Ideally, once this is over the Assads should be judged, together with the direct perpetrators of the atrocities (on both sides if that is the case), but because things get bogged down with politics (for instance, with Russia and China vetoing a potential intervention) maybe the best is that the couple leaves the country. But that is a different story and not something that needs to further discuss here.

The second reason for which I find the contents of the hacked emails worrisome, and which in fact elevates the first reason to a more existential level, is that they are confirmation that in the twenty first century leaders and politicians continue to lead lives detached from the realities of the peoples they purportedly lead (note I am not saying ‘represent’). President Mubarak will be remembered for many things but one that I remember from one of his last televised speeches is when he called the people of Egypt his own “children”. He was living at ease while the majority of Egyptians were struggling. Yet he dared calling them his sons and daughters. Truth is that politicians, leaders, and elites, not only those in non-democratic countries, continue to lead a life detached from the realities of the people. They continue to see the peoples of the world as sheep, while they see themselves as saviours living by the maxim: ‘forgive them, Father, for they do not know they have sinned’. That is worrisome in many respects. The peoples of the world may want to be led, but if asked I am sure they will say that they do not want to be fooled.

To recap, the Syrian emailgate is both frivolous and worrisome. In an attempt to make things brief I have left untouched many other revelations, such as for example Bashar al-Assad’s plea for help from the Iranians. Much could be said of that too. However, the intention here has not been to provide a detailed analysis of the contents of the hacked emails but rather to report my first reactions to the latest from the Syrian conflict. At the worst, the Syrian emailgate will be a simple anecdote in a sad conflict. At the best, however, it may help shame the Asads and maybe those opposing a Security Council Resolution condemning the regime. I am not a friend of interventionism, especially when coupled with the pursuit of self-interested economic or political gains. However, I am pushed by the atrocities to make mine the words of a legendary singer and claim: how long shall they continue to kill while we stand aside and look? That applies as much to Syria as to all the atrocities and injustice that surround us. For much else could be done.

China in Afghanistan: Valuable Ally or Emerging Threat?

In this article, the author explores the competing US and Chinese discourses on China’s Peaceful rise strategy, using the PRC’s economic involvement in Afghanistan as a case study. It argues that although China’s interest in Afghanistan is perceived and framed as a threat by the US, it also represents a momentous opportunity for Afghanistan and its neighbors.

Karzai’s attempt to build an Afghanistan with American democratic characteristics and Chinese economic dynamism highlights the delicate positioning at play, whereby Afghanistan is subjected to different and sometimes contradictory foreign influences. Indeed, while the US is the biggest player in Afghanistan, China is also preparing to assume a long-term role in the country. In fact, the successful Chinese Metallurgical Corporation’s bid on the Aynak copper mine in Lowgar province, worth US$4 billion, promoted China as the largest single foreign investor in the country’s history. This had the West shudder by reminding it how powerful – and potentially threatening – a neighbor the People’s Republic of China (PRC) is.

“We do the heavy lifting and they pick up the fruits” – the American narrative

Since 2001, China’s involvement in the country shifted from disinterest to ever-growing investments in the country’s infrastructures, mineral wealth and agriculture. However, its expanding commercial interests are deeply controversial because of their political reach. Indeed, China, who has gained control of strategic assets without shooting a single bullet, has been accused of free-riding on the stability provided by the American troops in order to secure access to natural resources. In fact, American troops not only bring general security in the Logar province, but they also trained the 1500 Afghan National Police soldiers who are directly protecting the infrastructures.

This behavior is perceived as unacceptable because of China’s refusal to share the International Security Assistance Force (ISAF)’s burden. Indeed, the Chinese Foreign Ministry Spokesperson, Mr Gang, made it clear that it is “out of the question to send Chinese troops (…) in Afghanistan” and discounted NATO’s request to use the Wakhan corridor for logistical supplies. This is interpreted as an indirect confrontation with US interests and goals in the region; and seen with suspicion by the West. Arguably, it is assumed that there is a correlation between increased economic power and amplified political weight; that is to say that because China expands its economic assets in Afghanistan, it will inevitably increase its political influence by the same token. Some indeed fear that China’s business in Afghanistan and Central Asia could alter the balance of power in areas vital to the US’s strategic interests.

By shunning away from any major security role and distancing itself from ISAF, China conveys the image of a profit-focused actor who utilizes its powerful national companies to expand influence in Afghanistan and who doesn’t balk at dealing with rogue actors. Indeed, while China benefits from the US tackling transnational Islamic terrorism, it also adopts a very cautious and balanced diplomacy with both the United States and the Taliban: Being a direct target of terrorist activities because of its policy on Xinjiang’s Muslim minority, and Aynak being located in a potentially Taliban-controlled area, China is in effect willing compromise with all regional actors to maintain stability.

However, the depiction of China’s involvement in Afghanistan and the wider region as a threat to Western interests is biased by the widespread “China Threat theory” which impregnates Western analysis. Because Western interpretations of China’s role in Afghanistan derives from the way the West sees China –as a threat – and the way it sees itself – as liberal and benevolent – it is fair to assume that an examination of the Chinese discourse is needed in order to grasp the other side of the story.

Afghanistan and the Direct Investment Model – The Chinese narrative

What distinguishes China from other actors in the Afghan reconstruction is its outstanding ability to project funds into unstable and high-risk areas. Indeed, its national companies have the capability to deal with risks associated with investing in remote and unsecure regions where Western companies cannot – yet – penetrate. The China Metallurgical Group, by accepting the risks associated with such investment and adding incentives like the building of infrastructures – power plant, hospital, mosque – outbid the West.

The comparative advantage of China over American and European investors is rooted in its Direct Investment model, which offers loans below market rates and have the attractive feature of not associating economic development with political reforms. Indeed, while Western donors and investors condition aid on democratic and human rights improvements, for developing countries like Afghanistan, China’s policy of non-intervention in internal affairs is appealing because it allows them to prioritize economic development. This strategy has been criticized in the West because it is seen as providing support for authoritarian regimes; but, so far, it seems more successful in bringing stability to war-torn countries that Western humanitarian and counter-insurgency missions. Based on successful results in Africa, this macro-level system will have a positive impact on Afghan stability in that it will promote a virtuous circle of economic development in the wider region – Central Asia, Xinjiang, Afghanistan – and will reduce Afghanistan’s dependence on international aid, therefore advancing the wider American goal of stability.

The reason for and implication of such strategy resides in China’s primary security interest in its Western province of Xinjiang. The PRC is indeed most concerned about cross-border terrorism coming from its Western and Southern neighbors. Despite the militarization of its borders and the increased security cooperation with the Shanghai Cooperation Organization, China is very vulnerable to Islamic militancy spillovers from Afghanistan and the Pakistani safe havens. Hence the implementation of a cautious policy of economic development and support to Afghanistan’s reconstruction which enforces stability while at the same time remaining distant from the US initiatives to avoid being associated with the controversial War on Terror.

By providing training to the Afghan police and anti-drug factions, investing in local resources and promoting cooperation between Central Asian governments on the “three evils” – fundamentalism, terrorism and separatism – China aims to maintain dialogue and cooperation and consolidate its long-term presence. This calculation is based on the assumption that by developing a Central Asian economic sphere – in which the opening of the Wakhan corridor would play a crucial role in reviving the Silk Road – China will securely reinforce its economic rise while avoiding becoming the target of Islamic militantism.

One could safely assume from its involvement in Afghanistan that China is pursuing a narrow interpretation of its interests. Although the PRC officially adheres to the shared principles of the War on Terror such as anti-terrorism – from which it profits to legitimize its Xinjiang policy – or anti-narcotics, it also rejects the all-encompassing US strategy and rather prioritizes domestic security and development. Indeed, China claims that far from seeking regional hegemony, it wishes to preserve the international order and pursue its national interest within it.

Afghanistan at the cross-roads of the US-China agendas

What stems from those two conflicting narratives is that the stereotypical distinction between a disinterested West and a voracious China is not relevant in the sense that it stems from ideological perceptions rather than rational observation. Consequently, the idea of China as a threat doesn’t stem from the reality of it as an expanding power but rather from “perceptions, especially those regarding the potential that Beijing will become an example, source or model that contradicts Western liberalism as the reigning paradigm” (Stephen Chan 1999). Indeed, because China, by making profits in Afghanistan, doesn’t fit in the normative expectations of the US on how it should act, it is displayed as a threat to global peace. This means that the idea of China as a threat to the regional status quo is more a self-fulfilling prophecy than an actual reality in the sense that, by framing China as a menace, the US may not only push it towards brinkmanship but also lose its attractiveness to the Afghan government and people, and therefore further get bogged down.

Afghanistan is the place where two narratives and strategic cultures met – the Western fear of losing its hegemony and the Chinese confidence in expanding its economy. Because China’s domestic and economic concerns shape its approach to foreign policy, it is engaging with Afghanistan in its own terms, which is understood as a threat by the West but also as an unmatched opportunity by Afghanistan.

Marriage Equality: What’s the Big Deal?

By examining racial attitudes and the Obama administration’s evolving stance on the matter, LGBT activists are brimming with hope that a reelection of Obama could pave the way for a repeal of the Defense of Marriage Act and the legalization of same-sex marriage on a federal level by 2016.

‘They’re losing California. Inch by inch, sit back and watch it go.’ 

If film director Gus Van Sant ever decides to follow up on his critically acclaimed Harvey Milk biopic with a Proposition 8 film adaption, ‘Losing California’ by Canadian rock band Sloan could easily wind up on the film’s soundtrack, voicing the bitter and biggest defeat gay activists in California have faced since Milk’s unabashed activism of the 1970’s.

The United States has always liked to boast its much vaunted liberalism on social issues, but when Californians cast their ballot vote in favor of a state-wide constitutional ban on gay marriage in November 2008, it not only marked the end of same-sex unions in the Golden State, but also of the most expensive social-issue ballot in American national history. A triumph for social conservatism, Proposition 8 had crushed the LGBT community’s hopes that California would become one of the vanguards for the legalization of same-sex marriage across the nation, and turned liberal America into an emotional wasteland. To many, the actual passing of Proposition 8 defied all logic, especially in the context of  California’s rich history as a historical trailblazer in the fight for gay rights. And even though New York  fared a better deal with the passing of the Marriage Equality Act in a tight majority vote in 2011, it was a legislative tour de force fuelled only by a favorable power momentum in the New York Senate amongst Democrats and Republicans.

From a concept cradled by John Locke to the dominant political force in the Western hemisphere today, liberalism has triumphantly survived two world wars and major ideological challenges from fascism and communism. For several centuries now, a strong focus on human rights has been one of the paramount liberal tenets. But for gay men and women everywhere, the harsh reality of liberalism’s shadow side often revealed that human rights did not encompass gay rights, a perception which was publicly invalidated only last December by Secretary of State Hillary Clinton at International Human Rights Day in Geneva. The gay community has come a long way since New York’s Stonewall riots in the late 1960s or Harvey Milk’s assassination in 1978 but  nonetheless the 21st century was ushered in without absolute gender equality.

‘Don’t Ask, Don’t Tell’, a controversial military policy barring openly gay, lesbian, and bisexual soldiers from military service was only recently repealed under the Obama administration, setting the official end date of ‘Don’t Ask, Don’t Tell’ for September 20, 2011. Furthermore, the sodomy law in Texas, classifying consensual, adult homosexuality as illegal sodomy, was only struck down in 2003 in the landmark Lawrence vs. Texas Supreme Court case.

For the past five years, the intensifying debate over same-sex marriage has become the new social issue du jour, marking a clear and distinct cleavage between religious traditionalism and progressivism.  Widening the gap between social conservatives and liberals, the issue of marriage equality echoes the growing pains of gender equality in the 21st century. Its global legislative struggle fully testifies to the fact that it is still a deeply divisive and emotional issue on both sides of the fence. From the majestic Golden Gate Bridge to the Big Apple, the United States has been a perpetual arena of conflict and contention on the issue of marriage equality. The religiousness of America’s social conservatives and their moral objections have more than once provided a filibuster on the matter, but what the Rick Santorums or Kirk Camerons of this world fail to see is that gay people’s longings to be wedded is fundamentally conservative, as New York Times columnist Frank Bruni notes. Once denounced as sexual libertines who brazenly flouted society’s norms, the fundamental message of the LGBT community is that marriage is an institution worth aspiring and fighting for. In a time where more than half of births to American women under 30 happen outside marriage and the divorce rate estimate of first marriages flirts with the 50% mark, the LGBT community is surprisingly pleading for a return to conservatism – only to be told by many, including political leaders, that that’s not O.K. either. So is the only possible takeaway for gay couples then to remain outliers forevermore, unworthy of the experiences and affirmations accorded others?

Not recognized on a federal level due to the Defense of Marriage Act (DOMA) [1], same-sex marriages are state-bound with marriage rights granted in Massachussets, Connecticut, New Hampshire, New York, Vermont, Iowa, plus Washington D.C. and Oregon’s Coquille Indian tribe. Earlier this year, Maryland approved a draft bill to legalize same-sex marriage. The Maryland vote came one day after Washington became the seventh state to legalize same-sex marriage, adding to national momentum for gay nuptials across the States.

But why do some states succeed in legalizing gay marriage where others, such as New Jersey, have failed? In the end, does it all depend on a favorable Democrat vs. Republican power momentum in the State Senate? There are two main elements that are instrumental in gaining state-wide support for a gay marriage bill. Firstly, any bill  – especially those which touch upon the social fibres of society – trigger a period of lobbying to build support for the respective piece of legislation, which can be a long and tedious process. On the issue of same-sex marriage, New York saw its judicial system stymied by a political cat-and-mouse game between the Assembly and the Senate that eventually dragged on for seven years. Each time, a draft bill was approved in the Assembly but shot down consecutively in the New York State Senate. As Senators came and went and a long process of shadow diplomacy unfolded, it was eventually the adding of a discrimination clause for religious institutions, allowing them the freedom to refrain from performing same-sex marriages, that provided the much-needed swing vote in favor of the Marriage Equality Act. A similar clause was paramount to the legalization of gay marriage in Maryland and has also been added to a draft marriage bill introduced in the Illinois House of Representatives in February.

Across the pond, the United Kingdom faces the exact same challenge. The UK government has launched a 12-week consultation in support of a process that would legalize same-sex marriage by 2015 for England and Wales. And while Equalities Minister Lynne Featherstone said that the state should rejoice in people’s desire to marry, senior church figures, as well as a number of conservative MP’s, were getting in gear to oppose the measure. Here the inclusion of a discrimination act, regarding protection against discrimination lawsuits for ‘benevolent organisations or religious groups refusing to provide accommodations, advantages, facilities or privileges related to the solemnisation or celebration of marriage’ could appease members of the Church of England, giving the Cameron administration an incentive to unequivocally approve on the measure.

Gay people have a dream too: the racial minority vote on legalizing same-sex marriage

Another interesting factor relating to the perception of gay marriage is how the racial factor will play out. In the aftermath of the narrowly approved Proposition 8 in California and in the search for answers, it did not take long before another well-publicized story made national headlines, pointing the finger at a rather surprising culprit for swinging the ballot in favor of Proposition 8: California’s racial minorities. Exit polling indicated that roughly 70% of blacks had cast their ballots in favor of Proposition 8, together with 53% of Latino Californians, 49% of Asians, and 51% from those of other racial or ethnic identity.  The American media quickly dubbed this the ‘Obama effect’, since the 2008 presidential election happened to coincide with its Californian state counterpart, causing racial minorities to cast their votes in large numbers. These figures quickly sparked the debate that Latino and black Californians had backed the proposed same-sex marriage ban at rates higher than whites, aiding to provide the margin of victory. These results were disappointing to many gay rights activists who had hoped that the election of Barack Obama to the White House would usher in a new era of advances on gay rights, but gave cheer to Proposition 8 proponents who believed that the issue of same-sex marriage had been revealed to be a potent issue dividing liberal Californians on the basis of race and ethnicity. In California, the evangelical community was well aware of the black community’s sensitive stance on gay rights, and chose to target Californian African Americans in a manner they saw fit. Just days before the general election on the 4th November 2008, the ‘ProtectMarriage.com – Yes on 8’ campaign targeted African Americans in Oakland and the San Francisco Bay area with rather misleading mailers featuring Obama and several African American pastors, suggesting that Obama heavily favored a ban on same-sex marriage. Efforts to target the black and Latino community were primarily channeled via a clerical framework, and since both ethnic communities traditionally strongly identify themselves with Christian movements, the stakes were high for Evangelicals in reeling the Latino and black communities in to join their crusade against same-sex marriage.

Religion is a powerful tool that has been shown to structure attitudes across an array of issues, and it is particularly relevant to the discourse-framing dynamic investigated here, given the importance of gay issues to religious communities and churches. While Latino and African American communities tend to embrace traditionalism on matters of morality and are highly religious, they usually affect ballot voting in different ways, with strongly Latino districts traditionally enhancing support for gay issues, and strongly African American districts depressing support for them. However, this theory can easily be undermined. In the case of Proposition 8, registered Latino voters clearly did not support the concept of same-sex marriage as gay activists would have hoped.  Gay marriage has recently become legal in Maryland, but a draft bill on the issue died in the Maryland House of Representatives last year following strong opposition from several African-American lawmakers. In fact, race has proven to be a sharply divisive factor on the issue of same-sex marriage in Maryland. Maryland Democrats, who hold majorities in both chambers of the legislature, are sharply divided by race. A Washington Post poll published in January showed that among whites in Maryland, 71% back same-sex unions, while only 41% of blacks support it. Button, Rienzo, and Wald’s research [2] indicate that while African Americans tend to support the notion of equality opportunities for homosexuals, they tend to be less supportive of civil rights advancements or protections, which in the case of Propostion 8 could explain the alleged high number of African American proponents. Moreover, a recent NBC/Wall Street Journal poll released in March 2012 showed support for marriage equality amongst African Americans at 50% – which may prove that there still is a great deal of division amongst the black community on the issue.

But is the ethnic community really to blame for America’s sluggish and capricious advancements on gay marriage? Not really. A number of important characteristics that shape Americans’ view on many important political issues – including party identification, ideology, and religiosity – have simultaneously played strong and pivotal roles in determining the choices of individual votes. Research has shown that a thorough analysis of the structure of black, Latino and white attitudes on same-sex marriage finds that after accounting for differences among demographics, partisanship, and core values, interracial group differences in opinion on the issue are unsubstantial.

In California, all Latino, black and Asian registered voters were still a minority compared to its Caucasian counterpart. Even if all Latino, black and Asian registered voters had voted against the ballot initiative, Proposition 8 still would have passed due to the high number of Caucasian voters eligible to vote, and their high support for the same-sex marriage ban.

Earlier this week, confidential memos were made public in a courtroom in Maine, revealing the National Organizaton for Marriage’s attempt to drive a wedge between the LGBT and ethnic communities during its winning campaign to ban same-sex marriage in the US state of Maine. The documents detail the anti-gay organization’s active interest in fanning the hostility between the LGBT and the black and Latino communities in an attempt to stymie any advancement of gay civil rights in Maine. For anti-gay lobbying groups, the stakes remain high in targeting ethnic communities to endorse the crusade against same-sex marriage. But with the tides of time turning and support for same-sex marriage reaching an all-time high, how long will a conservative approach on the issue hold out?

The Obama administration and marriage equality

So where is marriage equality to go from here in the United States? As gay activists nationwide count their wins and losses, the only certainty they seem to have is that any advancement on LGBT rights is highly dependent on who is in the White House.

During his 2008 presidential election campaign, Obama took what many on both sides of the gay marriage debate viewed as a straddle. While publicly denouncing the California ballot proposition measure, he also communicated his opposition to same-sex marriage, leaving gay activists puzzled by his unwillingness to endorse gay marriage. And although Obama criticized the divisive and discrimatory nature of Proposition 8, the abstruseness of his argument was reflected in how he squared his position for overall equality with his refusal to embrace actual equality in marriage.

Once elected, Obama has upped the ante in conveying his equality message. Although having never publicly endorsed same-sex marriage, the Obama administration has been adamant towards communicating its progressive stance on equality in a post-Proposition 8 era. By repealing ‘Don’t Ask, Don’t Tell’, endorsing initiatives such as the ‘It Gets Better’ campaign, offering hope and support for LGBT youth who are struggling with being bullied, and hosting a high-profile LGBT event at the White House in 2011, the President of the United States has made no secret of his firm belief in equality for all. And for those willing to read between the lines, Obama’s opposition to a constitutional amendment defining marriage as a union between one man and one woman, indicates that his full endorsement of civil unions with federal benefits for all is similar to his understanding of the institution of marriage, although his Christian beliefs do not allow him to communicate this. Praising New York in 2011 on the legalization of same-sex marriage while tiptoeing around a public endorsement of the issue testifies to the aforementioned.

If anyone has taken the least equivocal stance on gay marriage, it has to be First Lady Michelle Obama. In March, while campaigning for her husband’s second term in the Oval Office, Michelle Obama reminded people twice that it is the president who makes appointments to the US Supreme Court and that those appointments could impact gay marriage.

Asked about the First Lady’s comments, White House Press Secretary Jay Carney later issued the following statement: ‘the president and first lady firmly believe that gay and lesbian Americans and their families deserve legal protections and the ability to thrive just like any family does. The first lady has said she is proud of his accomplishments, including the repeal of ‘Don’t Ask, Don’t Tell,’ ensuring hospital visitation rights and calling for the repeal of the Defense of Marriage Act (DOMA) and obviously our actions attached. Our decision not to defend DOMA is well known.’

Having famously remained neutral on the same-sex marriage issue throughout his first term, Obama has communicated he is ‘evolving’ on the issue. But what does evolving really entail? Is that just a clever word politicans throw around not to take a stance? An unexptected surge in support to place same-sex marriage on the Democratic Party platform at the August 2012 convention has energized LGBT advocates and complicated an already delicate situation facing Obama’s reelection campaign. Gay activists are brimming with hope that any evolvement which will affect their civil rights further on a federal level will happen in his second term in office. Obama has done reasonably well during his first term in office on gay rights, and a reelection could give him the political green card to further push for equality and possible tackle the Defense of Marriage Act.

The issue of LGBT rights and marriage equality has already proven to be an important factor in the 2012 Republican presidential primaries, and it will be incredibly interesting to see how this social issue will play out in an Obama vs. Romney showdown.

The UN Human Rights Council Resolution on Sri Lanka’s Alleged War Crimes

The United Nations Human Rights Council’s (UNHRC) judgment on Sri Lanka’s efforts at post-conflict reconstruction, invited an abundance of opinions and debate globally. Newspapers cried out country decisions to the US sponsored resolution with regard to their foreign policies, domestic policies and moral policies. In lending an ear to all the global justifications and rationalizations, the importance shifted away from what Sri Lanka had to say with regard to the resolution and its possible impact on the island.

In 2010, the Government of Sri Lanka created the Lessons Learnt and Reconciliation Commission (LLRC) suo moto, to look into the causes of the conflict, its consequences on the people, and to promote national unity and reconciliation. The LLRC, though criticized for overlooking the violations of human rights and humanitarian law committed by the Sri Lankan army, stated that there were “considerable” civilian casualties. This was opposed to the government claims, which insisted on a zero-casualty rate.

The international community had already begun to push Sri Lanka to begin its post-conflict reconstruction agenda.  The LLRC report increased this demand for the Sri Lankan government to act – prosecute those who were accountable for civilian massacres, and bring relief to those displaced and devastated by the war.

This never happened.

The disappointing LLRC report largely exonerating the government, and the subsequent government inaction to suggested accountability procedures encouraged the international community to act.

In March 2012, the US submitted a resolution at the 19th session of the UNHRC, urging the Sri Lankan government “to address serious allegations of violations of international law by initiating credible and independent investigations and prosecutions of those responsible for such violations.” The resolution, after being slightly amended to word that the implementation of any external advice or investigation by the Human Rights Commissioner or Special Procedures must unfold only “in consultation with and the concurrence of ” the Sri Lankan government, was passed with 24 votes in favour, 15 against, and 8 abstentions.

The closing of Sri Lankan embassies in Europe, the threats to human rights defenders and the anti-Americanism in Sri Lanka are some of the immediate effects of the resolution. But it’s long-term implications – constructive and destructive, are nothing but analytical renderings as of now.

The resolution with its honorouble intentions could be a possible check on the quasi-dictatorship of Mahinda Rajapaksa. It could be the warning hand on the back, reminding Sri Lanka of what it had promised to deliver three years ago, a paternal gesture offering assistance if needed. It could imply that dialogue and soft diplomacy may harden, and the whispers of a ‘South Asian Spring’ may jump to reality with an international demand for the removal of Rajapaksa from his throne. With the Sri Lankan Tamils still dissatisfied with their government’s empty promises of reconciliation, and Sinhalese human rights activists being called traitors if they stood up for the Tamils, it would not be long before Sri Lanka could walk the line with Maldives, Libya, Egypt and Tunisia. If such a future be predicted, then the precautionary resolution – a very fair and balanced one, has been passed at a very appropriate juncture.

The resolution may have been a UN step to avoid being blamed for not taking action. Perhaps the UN was guilty of its own lack of action while the crisis unfolded over 26 years. Then, the resolution is but a ticking pendulum, softly but notably reminding Sri Lanka of its obligations and responsibility – and in doing so, delivering rehabilitation and hopeful justice to the victims of the war – the people of Sri Lanka.

On the other hand, the resolution placed the ball back in the Lankan court, and it ordered the multi-faced Lankan king to finish what he had promised to do. It asked him to submit an action plan detailing what he had done, and will do to implement the LLRC recommendations, and to address all matters that violated international law.

The king, with all ten heads, rejected the resolution.

Neither he nor his court thought that it added any value to the humanitarian and justice implementation process in Sri Lanka. They felt the resolution was ‘counterproductive’, ‘ill-timed’, and ‘an unwarranted initiative’. They perceived the supporters and sponsors of the resolution to be LTTE sympathizers – those who underestimated the violence and trauma that the LTTE had unleashed upon them. They felt that the unpunished situations in Afghanistan, Iraq and India removed the moral legitimacy of the resolution.  Lobbying against the vote in Geneva transcended into anti-America lobbying, and human rights activists and defenders of the resolution were threatened in Sri Lanka. In such circumstances, the significance of the resolution is undermined.

This resolution should not and cannot be rejected by comparing them to conflict situations where deeds committed by the sponsors and supporters go unchecked. This matter pertains to and reflects on Sri Lanka, and Sri Lanka alone. This does not mean that this case supersedes any of the other situations, but the current context is Sri Lanka, and that should be respected. If the world and its leaders were to act and re-act following the policy of every eye for an eye, and every tooth for a tooth, the vicious cycle of blame and revenge would never stop spinning.

However, as the ambassador for Bangladesh very prudently stated at the Council session, if Sri Lanka is not on board, then the resolution will have a very limited impact. Without the Sri Lankan nod to implement efficient rehabilitation and accountability measures, the resolution is but an empty bell with no sound.

Can the American and Pakistani Positions on Islamic Militancy be Reconciled?

In 2001, Pakistan allied itself with the US on the grounds that it would assist in the War on Terror’s effort to tackle terrorism. At the time, the two countries’ interests seemed to coincide, as they had a common target – Al Qaeda and foreign fighters. Yet, from 2003 onwards, the expansion of the American war against the Taliban and its increased pressure on Pakistan to act against the Islamic militants who use the Afghan-Pakistani border to provide the Taliban with safe havens put the Pakistani leadership in a difficult situation. The unpreparedness of Pakistan to answer the US’s demands to repress these groups led to the current diplomatic standoff whereby there seems to be no alignment of strategic interests, let alone coordination between the US and Pakistan, and their respective policies remain fundamentally adversarial.

The premise of this study is to challenge the current understanding of the situation, which is overwhelmingly based on perceptions and representations rather than real insight into Islamic militancy.

Islamic Jihad or Pakistani Nationalism?

Despite the consensus on the decisive role played by militant organizations like the Lashkar-e-Taiba (LeT) and the Haqqani network in providing safe havens, logistical support and training to Taliban fighters, important questions like “who are the militants, who is supporting them and why?” are overlooked.

There is a strong argument that the reason why Islamic militants have such an overwhelming presence in the Afghan-Pakistani border region is because of the radicalisation of the population by madrassas and its sympathy for the jihadi ideology. Such an approach is flawed as it conveys a stereotypical understanding of the militant reality, and overlooks the deeper psychological and political fault lines underpinning it. Indeed, Islamic militants are fighting a revolutionary jihad for ideological purposes, to reform the state and impose a radical version of Islam. Conversely, most Pakistanis practice a more moderate version of Islam and thus do not support radical groups out of sympathy for their ideological agenda. Rather, those who join militant groups put forward reasons that stem from collusion, misinformation, support for the Afghan jihad and, mostly, Pakistani nationalism. Indeed, invasive American actions (drone strikes) have propped up support for militant groups out of patriotic sentiment. In other words, militant organisations have hijacked the nationalist concept of jihad as used during partition, and widely supported by Pakistanis, to justify violent action (against American infringements on Pakistani sovereignty and denounce the subordination of Pakistani leaders to American will (A 2009 Gallup Survey reveals that 59% of Pakistanis consider the US as the biggest threat, while only 11% chose the Taliban). As a result, support for Islamic militants spreads more easily through the various layers of Pakistani society, as they claim to act in the defence of the Muslim nation from external domination.

Therefore, it is the failure of Western analysts to make the distinction between ideologically motivated militants and nationalist Pakistanis that makes cooperation difficult. In the US, the post 9/11 environment and the need to mobilise people against terrorism promoted an unsophisticated understanding of what Islamic militancy is about by having the media “fuse shots of Osama Bin Laden, veiled women, (…) and riots in Kashmir and Palestine, thereby lending the visual impression that the West is confronted with a crazy, irrational faith” (Majid 2010:101). This securitisation of Islamic militancy is intrinsically flawed because it promotes an all-encompassing understanding that merges ideological and nationalist agendas into the same threat, making its targeting indiscriminate and, ultimately, counter-productive. Conversely, the Pakistani approach to Islamic militancy recognises that some elements – the Pakistani Taliban – do represent a threat, but it also acknowledges that it cannot crack down on those organisations as most jihadi groups historically enjoyed state sanction to wage jihad against the state’s enemies in the name of Islam and the Nation. Therefore, it is necessary to explore the relationship between the Pakistani state and Islamic groups in order to understand its reluctance to implement direct military action against them.

Islamic Groups as Pakistan’s Strategic Asset

Were the Pakistani civilian government willing to cooperate with the US, such commitment would only be a shallow promise if it proves to be unable – or unwilling – to convince the military and Inter-Services Intelligence to abide by its will. Not only is Zardari’s government unable to do so – given the historical weakness of Pakistani civilian governments – but it will not, as this would undermine the Pakistani strategic doctrine as a whole. Indeed, Islamic militants have been and remain the most reliable linchpin for Pakistan to project power where it matters; Kashmir. Since Partition, Islamic radicals and the army have teamed together to construct and secure Pakistan’s sovereignty and identity through the tactical use of guerilla warfare in Pakistan’s border regions.

Therefore, the reason why Pakistan does not – and will not – act against Kashmiri-based groups is that its whole foreign policy is founded upon issues of (Muslim) national identity, meaning that it uses militancy to challenge the Indian regional domination. Since this discourse informs Pakistan’s very identity narrative and exercises a powerful hold on the national imagination, it is impossible for Pakistani leaders to renounce it, especially as its influence has been reinvigorated by the fight for (Muslim) freedom in neighboring Afghanistan.

Similarly, Afghanistan is an aspect of Pakistan’s Indian policy. Indeed, Pakistan’s actions in Afghanistan are determined by its entrenched fear of encirclement and the necessity to limit Indian influence at its Western flank. Successive governments have therefore maintained strategic links with Islamic groups in Afghanistan and supported a proxy war aimed at undermining Indian assets. Interestingly, the post 2001 security environment increased the links between Kashmiri and Afghan groups, thereby strengthening the legitimacy of local groups and undermining the ability of the state to identify and target specific individuals.

However, this apparent predicament serves Pakistani interests in the long term; Aware of the need to preserve strategic depth against India and a friendly government in Afghanistan, Pakistan has no interest in withdrawing support to Afghan Islamic militants and the Pakistani groups that prop them up.

Questions like “how much support these groups truly get from the army and the ISI, and how much of it is provided by independent individuals”, remains unanswered. Yet what is clear is that the problem to which Pakistan is confronted with regards to Islamic militancy is one of control. Pakistan is in a situation where the state created organisations on the basis of identity for (geo)political purposes but has lost control over them as they were reinforced by traditional values and developed a life of their own. In effect, not only are Islamic organisations attractive to some sections of the population, they also are ingrained in the state apparatus – they recruit retired personnel from and have relatives working for the army. Given the kinship base of the Pakistani society, this makes them extremely difficult to root out. Consequently, Pakistan understands that disarming the militants would cause more damage than turning a blind eye, as it may lead to an internal conflict of interests within the army between pro-Western and nationalist elements. Such situation, it has been argued, would provoke the collapse of the only strong institution able of holding the state together.

Furthermore, the areas in which militancy is highest are those where the state doesn’t exert authority or governance – North West Frontier Province, Balochistan, Kyber-Pukhtoonkhwa. In these areas, the pre-eminence of Islamic organisations is all the more important that they fill the power vacuum and provide the population with social services that the state is failing to supply. The most notable example is that of LeT’s charity wing Jamaat ud-Dawa (JuD). After the 2005 earthquake and 2010 floods, JuD provided immediate relief to the population and further integrated itself at the grassroots level. As a result, LeT has been increasingly able to act independently from state sponsor, another reason for Pakistan not to provoke any rupture. What is needed, therefore, is a solution that acknowledges the structural weaknesses of the Pakistani state, the strength of its society, and promotes negotiation rather than coercion.

A Path to Reconciliation?

The difficulty with both US and Pakistani positions is that they are directly reliant on the states’ narratives. In that sense, finding a solution implies that they would have to compromise on those narratives. This is unlikely to happen since, on one hand, the American demands are based on the deeply entrenched ideological principles of the War on Terror, and, on the other hand, the Pakistani reluctance to comply is rooted in the certitude that militants are necessary to its regional strategy – and to an extent its national identity.

These discursive incompatibilities are reinforced by the process of securitisation at play. By framing Islamic militancy as a security threat, the US – and some pro-Western Pakistani civilian leaders – has promoted a military solution, which limits are becoming more visible. The protests steered by drone strikes and the backlashes met by the Pakistani army in Federally Administrated Tribal Areas and North West Frontier Province demonstrate that the use of force is ultimately inefficient as it increases anti-Americanism, steers sympathy for militants, and further disturbs Pakistan’s unstable political landscape.

As observed above, the reason why cooperation has so far failed between the two allies is the mismatch of each other’s vital interests. While the US demands are informed by the short-term requirements of its Afghan strategy, the Pakistani position is determined by a long-term approach to militancy and regional security. In addition, the securitisation process has led to a situation where the US promotes an all-encompassing definition of the militant threat which pushes for the elimination of all organisations linked to Islamic militancy. But what it fails to understand is that Islamic militancy is deeply rooted in the Pakistani society and state apparatus and, as such, it cannot simply be isolated or suppressed.

Therefore, any solution to the problem posed by Islamic militancy would have to acknowledge that it is not only a security threat but rather a socio-economic and nationalist phenomenon. Additionally, it would have to recognise Pakistan’s structural weaknesses and its lack of capacity to impose its will on some sections of the population. Pakistan is a negotiated state, which means that coercive measures from the top-down are unlikely to be successful if they are not supported by local stakeholders. In finding a solution, Pakistan itself has a role to play, as it would have to acknowledge its need for a consistent strategy against its home grown militants – which it lacks so far – to ease cooperation with the US and start to positively engage the militants.

There is a growing understanding that soft power is ultimately more likely to successfully change militant behaviours and counter the growth of violent extremism as it impacts directly on the grass roots level. Indeed, long-term American engagement in issues like education and development would decrease its perception by the population as a security threat and help diffuse more positive representations. Tactical attempts have mostly proven to be successful, as shown by the American help in flood relief in 2010. However, this policy so far happens to be unsuccessful on the strategic level as its positive contribution in winning Pakistanis’ hearts and minds is outbalanced by the negative impact of drone attacks. Therefore, in order to decrease the scale of Islamic militancy, Pakistan would have to restore its sense of sovereignty, which means that the US would have to cease its activities across the border. At the time of writing, such evolution is yet to happen. This is due to the intense climate of mistrust that characterises the relationship between the US and Pakistan, whereby neither side seems to be willing to tone its rhetoric – and demands – down for fear of being thought to make concessions on its narrative.

Islamic militancy highlights the complexity of the US-Pakistan bilateral relation by confronting their intrinsically different strategic and identity narratives. One demands a rapid military solution, the other prioritises its long-terms interests, and both are informed by domestic pressure and ideological discourses. Only when those uncomfortable realities are acknowledged will dialogue be possible. Ultimately, the militant challenge puts the ability of the two allies to engage in a long-term partnership to a test as it will show whether conflicting demands can be complemented by common goals.

Will Iran be accorded its rightful place in the world?

In an inspiring analysis, Peter Jenkins analyses the current state of affairs over Iran’s nuclear file in advance of the April 14 meeting in Istanbul between members of the international community (the P-5 + Germany and the EU) and Iran. Jenkins warns that the scope for any process on nuclear talks with Iran to founder on distrust, misunderstanding and political in-fighting in both Tehran and Washington remains formidable. Furthermore, he sees the wider political realities surrounding the Iranian case as ‘disturbing’ and calls for a more active role from the BRICS, especially India, in helping resolve the conflict. Iran’s nuclear programme is a symbol of a geostrategic shift, he argues, and the global family has an interest in Iran’s neighbours according Iran a say in the affairs of South West Asia.

The winter months saw the controversy over Iran’s nuclear programme become dangerously heated. Western media were encouraged to interpret recent International Atomic Energy Agency (IAEA) findings as proof that Iran is bent on making nuclear weapons, despite the assessment of the U.S. intelligence community remaining that a weapons decision has not been taken and is in no sense inevitable.

The U.S., UK, and European Union (EU) used the concern aroused by media reporting to justify a further sharpening of their attack on the Iranian economy, while Israel pressed for a different sort of attack, to wipe out Iranian nuclear facilities before the programme enters a so-called “zone of immunity”. Iran reminded its adversaries that it could retaliate by closing the Straits of Hormuz to oil and gas shipments.

As spring has come, passions have cooled. U.S. President Barack Obama seems to have felt able to tell Israel’s Prime Minister Netanyahu that a military attack is unnecessary at this juncture, even though the U.S. President is vulnerable to Israeli influence on U.S. public opinion in an electoral year. The five Permanent Members of the UN Security Council, the EU and Germany have agreed to talk to Iran’s nuclear negotiator despite the latter’s failure to commit Iran to full implementation of the resolutions passed by the UN Security Council since 2006 (Notably these require Iran to suspend all production of the enriched uranium that can be converted into reactor fuel, but which Iran could divert to military use if it decided to withdraw from the Nuclear Non-Proliferation Treaty [NPT], or to ignore its NPT obligations).

There are signs that the U.S., UK and Germany, if not France under President Sarkozy, are moving towards the Russian and Chinese position of accepting Iranian enrichment as long as Iran offers the best possible guarantees that all its nuclear material will remain in non-military use.  Public diplomacy has moderated rude aggression yielding to civility and reason.

The risk of disruption to oil and gas shipments has receded – for the time being at least – although recent U.S. and EU measures are causing problems for some of Iran’s traditional customers, and are hurting consumers everywhere through their effect on prices.

So it is not irrational to hope that when the eight parties – Britain, China, France, Russia and the U.S., the permanent members of the UN Security Council, plus Germany, the EU and Iran – meet on 14 April in Istanbul, they may find some way of launching a process that can, over time, lead to agreement. At long last, perhaps there can be concurrence on handling Iran’s nuclear ambitions in accordance with the treaty to which Iran is a founder-party, the NPT.

An NPT deal would recognise Iran’s right to enrich uranium and would accept its taking advantage of that right, in return for Iran placing all nuclear material in its possession under IAEA safeguards and renewing its commitment to refrain from manufacturing or otherwise acquiring nuclear weapons.

In one sense, the West approaches these talks from a position of weakness. The Iranians have shown no sign of buckling under the pressure of ever-tighter sanctions. They know that the West’s military option is deeply unattractive to any of sane mind.

In another sense, the West has many good cards in its hand.  Sanctions are hurting Iran and it has an interest in having them lifted provided the price is not intolerable.  Abandoning its enrichment plans would be intolerable; volunteering full access to IAEA inspectors, and other measures that can allay the concerns aroused by the clandestinity of some of its past nuclear activities, need not be.

To say that hope is permissible is not to say that the odds on yet another disappointment are long.  In 2007 a promising opening vanished when Iran’s chief negotiator clashed with President Ahmedinejad.  In 2009 it was President Ahmedinejad’s turn to be thwarted by domestic rivals; and President Obama, under pressure from hawks, withdrew his negotiators rather than wait for the Iranians to sort out their differences. In 2010, the timing of Iranian assent to a confidence-building proposal brokered by Turkey and Brazil cast doubt in Western minds on Iran’s sincerity.

In other words, the scope for any process to founder on distrust, misunderstanding and political in-fighting in both Tehran and Washington remains formidable. Equally disturbing are the wider political realities.

Since 1992 both leading Israeli parties, Likud and Labour, have sought to convince Washington that Iran is a mortal threat to U.S. interests in South West Asia. This they have done in order to maintain Israel’s value to the U.S. as an ally in a post-Cold War Middle East and to avert a thaw in U.S.-Iranian relations that they fear might entail a cooling in U.S.-Israeli relations.  For these Israelis, Iran’s nuclear programme, and especially its undeclared activities prior to 2003, has been a gift from heaven.

Iran’s transgressions are a matter for persuading Americans that Iran is bent on acquiring nuclear weapons, that these weapons will be used to destroy Israel, they say. Iran’s programme, if left unchecked, will precipitate nuclear proliferation in an unstable region, leading Saudi Arabia, Egypt and Turkey to acquire similar capabilities. U.S. conservatives, in thrall to dreams of re-shaping the Middle East and regime-change in Iran, have been eager echoers of these (highly questionable) arguments.

These constituencies, Israeli and American, have no interest in the normalisation of the Iranian nuclear case through an NPT deal.  On the contrary, they have every interest in making it as politically difficult as possible for any U.S. administration to arrive at such a deal.

Saudi Arabia has been even less transparent than Israel.  It is not obvious that the Saudis have been poisoning the wells of American opinion to thwart a deal with Iran.  But Saudi-Iranian rivalry, multifaceted and acute since the advent of an Islamic Republic that challenges the legitimacy of Saudi occupation of the Holy Places, seized from the Hashemites in 1924, and which shows up the undemocratic nature of the Saudi monarchy, is well-documented.  There have been veiled threats that Saudi Arabia will ignore its NPT obligations if Iran is left in peace to exploit nuclear technology that the Saudis themselves are decades away from mastering without outside help.  Saudi Arabia too has an interest in thwarting any deal that leaves Iran in possession of enrichment plants.

There are additional factors.  Ever since the NPT opened for signature in 1968, U.S. officials have found it hard to accept that the treaty allows non-nuclear-weapon states (NNWS) access to technologies that can serve both civil and military purposes. There’s been a 44-year itch to close what Americans see as a loop-hole, despite all the evidence that many NNWS are unready to concede a back-door renegotiation of a carefully-balanced instrument.

There is also in the U.S. a tendency to blind self-righteousness that can lead Americans to treat non-Americans as miscreants when the latter err. Iran’s failure to respect its NPT safeguards commitments prior to 2003, ill-disposes American officials to accord Iranian representatives the respect the latter crave.  There’s a risk Iran’s negotiators will be made to feel like criminal suspects invited to engage in plea-bargaining.

For their part, the Iranians have a tendency to give way to the temptation to retaliate when instead keeping a stiff upper lip would be wiser. For instance, they retaliated for the 2006 reporting of their IAEA non-compliance to the Security Council by ceasing to allow the IAEA the access it needed to arrive at the conclusion that there are no undeclared nuclear activities or material in Iran.  They retaliated for recent UK sanctions on financial dealings by trashing the British embassy in Tehran, an act of vandalism ill-calculated to make it easier for the British government to accept their enrichment activities. Will they be able to resist the urge to retaliate if some indignity is inflicted on them while negotiations are underway?

These wider factors suggest that India, Brazil and South Africa could play a part in resolving this controversy if they chose.  They could act as auxiliaries of their BRICS partners, Russia and China, whose role in a negotiating process will be to help narrow differences.  India could use its influence in Washington and European capitals to urge patience and the turning of deaf ears to special pleading from Israel and Saudi Arabia. It could draw attention to the way in which Western slowness to accept evidence that the Iranian nuclear threat had been exaggerated, has damaged Indian economic interests.

India could also stress the unacceptability of any attack on Iran that has not been authorised by the Security Council, both on legal grounds and on account of its probable consequences for Indian living standards. It could draw on 2,500 years of cultural affinity with Iran to offer advice on Iranian sensibilities: the dos and don’ts that matter in any negotiation.

The underlying need is for the BRICS to make their voice heard on this issue, to counter-point the tunes composed by the West’s Middle East allies. The BRICS are qualified to argue against seeing Iran’s nuclear programme in isolation. They can point out that the programme is a symbol of a geostrategic shift: Iran is slowly returning to the ranks of Asia’s greater powers.

This shift is unwelcome to some of Iran’s neighbours, it seems.  They have sought to prevent it by distorting Western perceptions, by encouraging Western governments to assume the worst of a state whose intentions the West finds it hard to fathom, and by playing on the negative prejudices that are the legacy of past clashes with Iran.

But this kind of shift cannot be prevented without a conflict that would entail hardship or suffering for most of mankind. So the global family has an interest in Iran’s neighbours accommodating what can hardly be prevented, and according Iran a say in the affairs of South West Asia – what the Iranians see as their rightful place in the world.
